Second-day Sitting of 7th Session of 14th SPA of DPRK Held
Pyongyang, September 9 (KCNA) -- The second-day sitting of the 7th Session of the 14th Supreme People's Assembly (SPA) of the Democratic People's Republic of Korea (DPRK) took place at the Mansudae Assembly Hall on September 8.
Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the DPRK, attended the meeting to clarify an administrative policy of the government of the Republic.
When the respected Comrade Kim Jong Un appeared at the venue of the session, all the participants broke into thunderous cheers of "Hurrah!" as a token of their deep reverence for him, symbol of all victories and glory of socialist Korea and representative of its great dignity, who is glorifying the era of our state-first principle, the most proud one in the history of development of the Republic, while braving all difficulties and adversities in the van of building a powerful country, mindful of the noble mission for the country, people and revolution.

Deputies to the SPA and observers respectfully listened to his policy speech indicating the immediate orientation for struggle and policy tasks of the government of the Republic for the prosperity of the state and promotion of the people's wellbeing as required by the stage of the comprehensive development of socialist construction.
When he finished his speech, all the participants expressed their full support and approval with their thunderous cheers and enthusiastic applauses, being overwhelmed by the great excitement of receiving the great action programme and guidelines on the state development which help be optimistic about a rosy future of the Republic to make a long drive along the road of independence, justice and prosperity by dint of self-reliance.
His important policy speech is a militant banner confidently leading the dynamic development and advance of socialist construction for achieving independence of the popular masses and an encyclopedic revolutionary document and an immortal great programme to be taken hold on by our state and people advancing toward a far-reaching ideal and goal.
Discussed at the session was the third agenda item "On the DPRK's Policy on the Nuclear Forces."
Deputy Pak Jong Chon, member of the Presidium of the Political Bureau of the Central Committee of the WPK, vice-chairman of the Party Central Military Commission and secretary of the Central Committee of the WPK, made a report.
The reporter said that it is a lawful demand of the current situation and development of the nuclear forces of the Republic to make the nuclear forces, mainstay of the state defence capability, fulfill their important mission in a responsible way by legalizing the state policy on the nuclear forces. He noted that our state which has been exposed to a ceaseless nuclear threat of U.S. imperialism should train the nuclear forces in response to it and steadily strengthen them, adding it is indeed the best policy and the supreme responsibility and duty our people assumed before the revolution and future.
He stressed that the law on the state policy on the nuclear forces would serve as a powerful legal guarantee for further consolidating our Republic's position as a nuclear weapons state and ensuring the transparent, consistent and standard character of the policy on the nuclear forces, and explained each article of the draft law which comprehensively stipulates the contents on the mission and operation of the nuclear forces of the Republic.
The Standing Committee of the SPA submitted to the current session of the SPA the draft Law of the SPA "On the DPRK's Policy on the Nuclear Forces" for deliberation according to Article 95 of the socialist constitution.
Speeches were made on the third agenda item.
Speeches were made by Deputy Ri Pyong Chol, secretary of the C.C. WPK, on behalf of the Party Central Committee, Deputy Kim Tok Hun, premier of the Cabinet, on behalf of the DPRK Cabinet, Deputy Jong Kyong Thaek, director of the General Political Bureau of the Korean People's Army (KPA), on behalf of the KPA, and Deputy Mun Chol, chairman of the Central Committee of the Socialist Patriotic Youth League, on behalf of the youth and students.
The speakers said that the Republic's policy on the nuclear forces is the most just one firmly defending the destiny of the country and the nation and ensuring their eternal future from the hostile forces' aggressive moves, and its legalization serves as a historic event solemnly declaring at home and abroad that we will further consolidate the position of our Republic as responsible nuclear power and that our nuclear forces will never allow those trying to harm the fundamental interests of the state.
With their great emotion they referred to the immortal revolutionary exploits of Kim Jong Un who achieved the historic great cause of completing the state nuclear forces and guaranteed the prosperity and eternal happiness of all generations of the nation by making the long journey for patriotic devotion and the long journey of frontline accompanying sacrifice.
Noting that the nuclear forces of the Republic are a fruition of the priceless sacrifice and all manner of hardships experienced by our people and a proud crystal of the principled and consistent self-defense line of the Republic government and the gains of our revolution as well as the most reliable and absolute guarantee for defending the human rights and the sovereign rights, they stressed in unison that it is the fair and indispensable legal rights of our state to operate the nuclear forces in conformity with the requirements and interests of our people and the revolution.
Saying that it is our steadfast stand that the building of socialism, the happy life of the people and the bright future of the children are all guaranteed by powerful nuclear forces, they gave full support and approval of the enacting of the policy on the nuclear forces as a state law.
Experiencing with great pride the historic moment when the people's long-cherished desire for building a powerful socialist state and strengthening defense is achieved, the deputies approved unanimously the law on the policy on the nuclear forces that is of great significance for the existence and development of the Republic by reflecting the unanimous will of all the people of the country.
The Law of the SPA of the DPRK "On the DPRK's Policy on the Nuclear Forces" was adopted at the session with ardent applauses of all the participants.
The adoption of the law is a clear manifestation of the DPRK government's independent resolution and will for defending the sovereignty and national interests to make its position as a responsible nuclear weapons state and dignified independent power irreversible and to thoroughly safeguard the fundamental interests of the Korean revolution and the people's safety, and an important political event which provided a reliable legal weapon contributing to peace and prosperity of the Korean peninsula, the region and the rest of the world.
The session discussed the organizational matter as its fourth agenda item.
It recalled and by-elected a member of the Standing Committee of the Supreme People's Assembly of the DPRK.
Deputy Kim Yong Chol was recalled from the membership of the Standing Committee of the SPA and Deputy Ri Son Gwon was by-elected as a member of the Standing Committee of the SPA.
Members of committees of the SPA were recalled and by-elected.
Deputy Pak Su Il was by-elected as chairman of the Legislation Committee of the SPA and Deputies Cha Myong Nam and O Su Yong were by-elected as its members.
Deputy Jon Hyon Chol was by-elected as chairman of the Budget Committee of the SPA and Deputies Kim Yun Sil and Hwang Man Bok were by-elected as its members.
Choe Ryong Hae, chairman of the SPA Standing Committee, made a closing address.
The Seventh Session of the 14th Supreme People's Assembly discussed and decided important and significant issues in implementing the major policies of the Party and the state and thereby it will shine forever as a historic session which provided a political and institutional mechanism capable of firmly guaranteeing the eternal security of the country and the people and posterity's prosperity and exceptionally beefed up the fighting spirit of the Korean people in their efforts to achieve the comprehensive development and prosperity of socialist construction.
Celebrations of 74th Founding Anniversary of DPRK Held with Splendor
Pyongyang, September 9 (KCNA) -- The whole country, greeting the 74th founding anniversary of the glorious DPRK, is overflowing with the pride and self-esteem of the people who are demonstrating before the world the might of their socialist motherland dignified with independence and strong in self-reliance along with the century.
Tens of millions of the people who cherished the firm faith and will to carry forward with great eternal victories the brilliant history of the DPRK which has set a world-startling contemporary example of building a wealthy country with a powerful army by opening up a new era of building a socialist state centered on the popular masses and weathering the grim tempest of the revolution, are most meaningfully and grandly commemorating the day when the Juche-oriented great cause of nation-building was achieved.
The celebrations of the 74th founding anniversary of the DPRK were held with splendor at the foot of time-honored Mansu Hill in Pyongyang, where the statues of President Kim Il Sung and Chairman Kim Jong Il, the pioneer and leaders of the cause of building a socialist country, stand solemnly, on Thursday evening.
Kim Jong Un, general secretary of the Workers' Party of Korea (WPK) and president of the State Affairs of the Democratic People's Republic of Korea (DPRK), attended the celebrations.
The spacious venue arranged uniquely between the Mansudae Assembly Hall and the People's Theatre was crowded with citizens from all social strata, youth and students of the capital city who gathered to commemorate the founding anniversary of their great state.
A paratrooper and flying corps demonstrated their skills, decorating a prelude of the celebrations colorfully.
The participants enthusiastically clapped to the paratrooper descending with the national flag, a symbol of the dignity and invincibility of the righteous and powerful DPRK and the boundless pride, happiness and bright future of the people in the nocturnal sky of September.
Paying tribute to the great Party Central Committee that is bringing about a brighter future for the country and people with its outstanding ideology and energetic leadership and leading them only to victory, the combat pilots of the Korean People's Army demonstrated their aviation skills with great roaring.
The audience shouted and clapped to the brave squadrons flying powerfully across the nocturnal sky and splendidly performing various high technique skills, such as circular flight, low-altitude flight and circular and spiral zooming flight, while firing out enchanting fireworks and creating brilliant vapor trails shaped like the ribs of a fan.
Amid the playing of the welcome music, the respected Comrade Kim Jong Un together with his wife Ri Sol Ju, appeared at the celebration venue.
The moment, all the participants broke into thunderous cheers of "Hurrah!" out of the highest respect for Kim Jong Un, the outstanding leader of the Juche revolution, the symbol of the mightiness of the country and the banner of all victories and glory who opens up a new era of a powerful country and puts the honor and national power of the DPRK on the highest level with far-sighted wisdom, iron faith and prominent leadership.
Kim Jong Un and Ri Sol Ju were presented with bunches of fragrant flowers by members of the Children's Union.
Warmly waving back to the enthusiastic cheers, Kim Jong Un extended warm greeting of congratulations to all the participants greeting the founding anniversary of the Republic.
Invited to the celebrations were Kim Yong Nam, Choe Yong Rim, Pak Pong Ju, Ri Myong Su, Choe Thae Bok, Kim Kyong Ok, Pak Jae Gyong, Hwang Pyong So, Kim Jong Gak and other veteran cadres who had worked for a long time in the Party, the government and the military.
On hand were senior officials of the Party, the government and the military, deputies to the Supreme People's Assembly, the participants in the celebrations, officials of ministries and national institutions, students of the revolutionary schools and citizens in Pyongyang.
There took place a solemn ceremony of hoisting a national flag to the flagstaff of the state assembly hall of the DPRK.
Amid the playing of solemn melody of the song "Our National Flag", members of the honor guard of the Korean People's Army (KPA) entered, spreading the flag of the DPRK, the sacred flag of glory, in a respectful way.
The powerful country's flag which President Kim Il Sung let fly high in the sky of building a country, Chairman Kim Jong Il defended with arms of Songun and the respected Comrade Kim Jong Un flies to the whole world and the sky of a new century dignifiedly, appeared before the flagstaff at the Mansudae Assembly Hall amid the solemn playing of the national anthem of the DPRK and brilliant lighting.
The members of the KPA honor guard slowly hoisted the blue and red flag showing 70-odd-year history of the country and prosperous eternal future in the sky shining with the letters "9.9." and ''Celebration".
All the participants paid noble respects to the national flag with overflowing pride, patriotic passion and conviction for tomorrow.
Fireworks were displayed in the sky of September where the national flag of the powerful country was fluttering.
A grand performance started for the background of the Mansudae Assembly Hall standing as grand monument in the era of the Workers' Party in the center of the capital with the greatness of the Republic government which was established by the general will of all the Korean people and demonstrates its invincible might under their absolute support and trust.
The artistes newly created and depicted the people's songs dedicated to the motherland, odes to socialism and hymns to the Workers' Party which have sounded high in the course of nation-building and its development.
Solemnly sounded are "Song of the Proclamation of the People's Republic" and immortal hymn "Cantata to Marshal Kim Il Sung" which shook the whole of Korea with great pride and joy of the people who became the masters of the genuine independent and sovereign state for the first time in the history of the nation.
Through the immortal songs the performers highly lauded the immortal exploits performed by the President who carved out the cause of nation-building centred on the popular masses and built the country into a socialist state independent in politics, self-supporting in the economy and self-reliant in defence.
Narrative poem "The Glorious Motherland" warmly resounded with solemn passion and valuable memories as it eulogized the source of unlimited strength of the Republic, which demonstrated only victory and glory, arising as the creation of the Juche revolution on the firm foundation of believing in the people as in Heaven.
The audience was deeply moved by the narrative poem vividly representing the all-people thoughts and feelings that Korean-style socialism, the legacy associated with the noble lives of the peerless and popular leaders, is, indeed, the great motherland to be wholeheartedly loved and upheld with the soul and body, sharing the destiny with it eternally.
The songs of struggle and creation produced in the journey of defending the people's country and adding shine to it by uniting firmly around the Party with one idea, intention and feelings reverberated as an echo of the 70-odd-year history of the DPRK. The numbers reminded the audience of the heroic journey of the indomitable people who have firmly consolidated the foundation for the country's prosperity on this land while overcoming severe trials unprecedented in history under the leadership of President Kim Il Sung and Chairman Kim Jong Il down through generations and rising up a hundred times and springing up a thousand times, and thus gave deep impression to the audience.
Odes to the WPK and famous songs on the themes of patriotism revving up the atmosphere of the performance filled with the boundless pride in the traditions of great unity, progress and victory, were played, praising the greatness of the Party which has wisely guided the DPRK to great victory and epoch-making change to go down in national history.
The audience clapped enthusiastically to the performance pulsating with loyalty and patriotic single-mindedness to greet all glory on the road of following the great Party Central Committee.
The performance which showed the glorious history and bright future of the DPRK demonstrating its might under the leadership of the WPK, and the invincible and irresistible might of Korean-style socialism through a majestic and beautiful musical epic ended with the marching songs of the great era of Kim Jong Un "We'll Travel One Road Forever" and "Our National Flag".
Fireworks were let off in a row in the nocturnal sky of the celebrations, laying out breathtaking scenery.
The venue of the celebrations, where the faith and will of the Korean people and service personnel to bring earlier the rosy future of a thriving country erupted, was brimming with their ardent love and feelings for the great country.
Kim Jong Un acknowledged the cheering participants with greetings of encouragement.
Greatly satisfied with the successful performance, he personally went up the stage to congratulate the performers and had a loving photo session with them.
The foot of Mansu Hill filled with enthusiastic cheers was full of the indomitable revolutionary faith, high spirit and boundless joy of the Korean people determined to make their socialist country more powerful and more brilliant through the ardent patriotism along with the new times of a great powerful country.
The grand celebrations that significantly adorned the 74th founding anniversary of the Republic will be glorified in history as a significant political festival which demonstrated the iron will of all the people across the country and service personnel to confidently open up a new era of building a thriving power to be envied by the world under the leadership of the great Party Central Committee, bearing in mind the ever-victorious truth taught by the sacred history of the country. -
Respected Comrade Kim Jong Un Meets and Congratulates Labor Innovators and Merited Persons Participating in Celebrations of 74th Founding Anniversary of DPRK
Pyongyang, September 9 (KCNA) -- Kim Jong Un, general secretary of the Workers' Party of Korea (WPK) and president of the State Affairs of the Democratic People's Republic of Korea (DPRK), met and congratulated labor innovators and persons of merits participating in the celebrations of the 74th founding anniversary of the DPRK on Thursday.
The hearts of all the participants were filled with strong emotions and joy of the highest honor of their lives of having a photo session on Mansu Hill where the statues of President Kim Il Sung and Chairman Kim Jong Il, the founder and builders of our dignified state, stand courteously.
When the respected Comrade Kim Jong Un arrived at the venue, all the participants raised thunderous cheers of "Hurrah!", extending gratitude in tears to him who proudly puts forward the lives and struggle of the working people on the platform of happiness and honor.
Sending warm greetings to the participants, he congratulated the labor innovators and persons of merit invited to the celebrations of the founding anniversary of the DPRK with the extraordinary pride and honor of contributing to the prosperity and development of the socialist country.
Saying that the Party and the government of the DPRK value the patriotic devotion and clean conscience of the working people for their motherland more than anything else, Kim Jong Un added that labor innovators and persons of merit who place their duties as a citizen before their rights to enjoyment, taking pains and making strenuous efforts to relieve the country of its heavy burdens, are true representatives of the people and genuine patriots.

The banquet venue spread by a moving picture of sharing the feelings of a family under the care of a great father, was filled with the joy of the participants spending the happy time like a dream.
Kim Jong Un learnt about the health and work successes of the labor innovators and merited persons who devote themselves to the prosperity and development of the country and the people's well-being, encouraging them warmly.

Ever-Victorious DPRK under Banner of Juche Idea
September 9 is the founding day of our glorious fatherland - the Democratic People’s Republic of Korea (DPRK).
Previously infamous for a backward colonial agrarian country, the DPRK now enjoys the admiration of the world as an invincible socialist power centred on popular masses which embodies independence, self-sufficiency, and self-reliant defence. On the occasion of its meaningful 74th founding anniversary, our people are recollecting with pride its history of development.
After President Kim Il Sung founded the DPRK on September 9, 1948, our Republic has pioneered the people-centered socialist cause and accomplished it with brilliance for the first time in history under the banner of Juche idea.
The Juche idea, created by President Kim Il Sung, defines that the popular masses are the masters and motive forces of the revolution and construction. In other words, it means that one is responsible for one’s own destiny and that one also has the ability to shape one’s own destiny.
Ever since the founding of the DPRK, the ruling Party has been built, strengthened and developed into a motherly Party that leads the popular masses with the full responsibility for their destiny, the state government into a householder in charge of the people’s living conditions and servant of the people, and the army into the defender of people’s freedom and happiness as required by the Juche idea.
It has become a people-centered socialist state where people lead independent and creative lives to their satisfaction as the genuine masters of the state and society, and the whole society has been turned into a great socialist family of harmony and happiness where all the members realize their common ideal by helping each other, being united firmly behind the leader as one.
In retrospect, after the World War II, many countries took the socialist path but had no correct guiding idea applicable to their conditions and did not build up their strength, being steeped in flunkeyism of worshipping only big powers and Left opportunism of all hues. Consequently, these countries collapsed in the end owing to the persistent anti-socialist offensives by the imperialists.
However, our Republic has invariably held the banner of socialism, relying on the Juche idea, its sole guiding idea.
Our Republic performed military miracles of defeating the U.S. imperialists who boasted of being the “strongest” in the world during the three-year-long Fatherland Liberation War (1950-1953). It has also reliably defended the sovereignty and security of the country, smashing at every step the military threats, war provocations, economic blockade and sanctions imposed by the imperialists as well as their attempts for internal disintegration which have lasted for scores of years.
To deal with the endless nuclear threats and nuclear war exercises of the U.S., our Republic has built up its nuclear forces, the most powerful war deterrence, in the course of strengthening its self-defensive capability. Thus, it has been developed into a political and military power in the real sense of the word.
It also achieved eye-opening successes in the economic sector including the vigorous progress made in putting the national economy on a Juche and modern basis by dint of self-reliance and science and technology.
Today, thanks to the politics of love, affection and trust of the respected Comrade Kim Jong Un, our people are opening up a new era of a prosperous powerful country, a period of overall development of socialism, helping each other and leading one another.
As our people have never flinched from the road of socialism chosen by themselves and firmly defended their own ideology, system and cause for more than 70 years, their dignity and pride are different from others.
Immortal Juche idea, single-hearted unity which is more powerful than the nuclear weapons, independent national economy of great potential and efflorescing socialist culture constitute an ever-lasting foundation for the eternal prosperity of our nation.
The people-centered socialism of our own style in which people are the genuine masters of the state and society and everything serves for the people as required by the great Juche idea, will always emerge victorious.
Law on DPRK's Policy on Nuclear Forces Promulgated
Pyongyang, September 9 (KCNA) -- The law of the Supreme People's Assembly of the DPRK on the state policy on the nuclear forces was promulgated on September 8.
According to the law, the DPRK, as a responsible nuclear weapons state, opposes all forms of wars including nuclear war and aspires to build a peaceful world in which the international justice is realized.
The nuclear forces of the DPRK are a powerful means for defending the sovereignty, territorial integrity and fundamental interests of the state, preventing a war on the Korean peninsula and in Northeast Asia and ensuring the strategic stability of the world.
The nuclear posture of the DPRK is guaranteed by the reliable, effective and matured nuclear deterrence, defensive and responsible nuclear forces policy and flexible and purposeful strategy for using nuclear weapons capable of actively coping with any existing and developing nuclear threats in future.
The opening of the DPRK's policy on the nuclear forces and legal stipulation of the use of nuclear weapons are aimed to reduce the danger of a nuclear war to the maximum by preventing misjudge among nuclear weapons states and misuse of nuclear weapons.
The Supreme People's Assembly of the DPRK decides as follows in order to make the nuclear forces, the backbone of the state defence capacity, and discharge their heavy mission in a responsible manner.
Mission of Nuclear Forces
The nuclear forces of the DPRK shall be a main force of the state defence which safeguards the sovereignty and territorial integrity of the country and the lives and safety of the people from outside military threat, aggression and attack.
1) The nuclear forces of the DPRK shall regard it as their main mission to deter a war by making hostile forces have a clear understanding of the fact that the military confrontation with the DPRK brings about ruin and give up attempts at aggression and attack.
2) The nuclear forces of the DPRK shall carry out an operational mission for repulsing hostile forces' aggression and attack and achieving decisive victory of war in case its deterrence fails.
2. Constitution of Nuclear Forces
The nuclear forces of the DPRK shall be composed of different kinds of nuclear warheads, delivery means, command and control system and all the personnel, equipment and facilities for the system's operating and updating.
Command and Control of Nuclear Forces
The nuclear forces of the DPRK shall obey the monolithic command of the president of the State Affairs of the DPRK.
The president of the State Affairs of the DPRK shall have all decisive powers concerning nuclear weapons.
The state nuclear forces command organization composed of members appointed by the president of the State Affairs of the DPRK shall assist the president of the State Affairs of the DPRK in the whole course from decision concerning nuclear weapons to execution.
In case the command and control system over the state nuclear forces is placed in danger owing to an attack by hostile forces, a nuclear strike shall be launched automatically and immediately to destroy the hostile forces including the starting point of provocation and the command according to the operation plan decided in advance.
Execution of Decision on Use of Nuclear Weapons
The nuclear forces of the DPRK shall immediately execute an order of using nuclear weapons.
Principle of Using Nuclear Weapons
The DPRK shall regard it as its main principle to use nuclear weapons as the last means in order to cope with outside aggression and attack seriously threatening the security of the country and the people.
The DPRK shall neither threaten non-nuclear weapons states with its nuclear weapons nor use nuclear weapons against them unless they join aggression or attack against the DPRK in collusion with other nuclear weapons states.
Conditions of Using Nuclear Weapons
The DPRK can use nuclear weapons in the following cases:
In case an attack by nuclear weapons or other weapons of mass destruction was launched or drew near is judged
In case a nuclear or non-nuclear attack by hostile forces on the state leadership and the command organization of the state's nuclear forces was launched or drew near is judged
In case a fatal military attack against important strategic objects of the state was launched or drew near is judged
In case the need for operation for preventing the expansion and protraction of a war and taking the initiative in the war in contingency is inevitably raised.
In other case an inevitable situation in which it is compelled to correspond with catastrophic crisis to the existence of the state and safety of the people by only nuclear weapons is created.
7. Regular readiness of nuclear forces
The nuclear forces of the DPRK shall be regularly ready for action so that if an order to use nuclear weapons is issued, it can immediately execute it in any conditions and circumstances.
8. Safe maintenance, management and protection of nuclear weapons
1) The DPRK shall establish a thorough and safe system of storing and managing nuclear weapons to make sure that all the processes such as storage and management, the assessment of their lifespan and performance and their updating and dismantlement are conducted in conformity with administrative and technical regulations and legal procedures, and shall guarantee its implementation.
2) The DPRK shall take thorough protective steps for fear that nuclear weapons, technology and equipment concerned, nuclear substances, etc. will leak out.
9. Qualitative and quantitative increasing and upgrading of nuclear forces
1) The DPRK shall constantly assess outside nuclear threats and the change in the posture of international nuclear forces and correspondingly upgrade and beef up its nuclear forces in a qualitative and quantitative way in response to it.
2) The DPRK shall regularly update its strategy of using nuclear weapons according to different situations to enable its nuclear forces to reliably perform their mission.
10. Non-proliferation
The DPRK, as a responsible nuclear weapons state, shall neither deploy nuclear weapons in the territory of other countries nor share them and not transfer nuclear weapons, technology and equipment concerned and weapon-grade nuclear substances.
11. Others
1) The Law of the Supreme People's Assembly of the DPRK "On further consolidating the position of the self-defence nuclear weapons state" adopted on April 1, 2013 shall be invalid.
2) Relevant organs will take technical measures to execute the law.
3) None of the articles of the law shall be interpreted to restrain or limit the exercise of the DPRK's just right to self-defense.
