Japanese Government Responsible for Nullifying DPRK-Japan Pyongyang Declaration: Foreign Ministry
Pyongyang, September 16 (KCNA) -- Song Il Ho, ambassador of the Foreign Ministry of the DPRK, made public the following press statement on Thursday which reads:
The historic DPRK-Japan Pyongyang Declaration published 20 years ago raised expectation and hope of the public inside and outside for the end of the inglorious past and a start with a clean slate.
We had received the Pyongyang declaration with seriousness as a landmark for the improved bilateral ties and have so far exerted strenuous efforts for its implementation, holding various forms of contacts, dialogues and talks with the Japanese side.
The basic spirit of the declaration is the establishment of effective political, economic and cultural ties between the two countries based on Japan's sincere apology for its crimes against the Korean nation during the 40-odd-year armed occupation of Korea and its reparations and compensations for them.
Japan, however, has used it for its dirty political purposes by denying the nature and essence of the bilateral ties and citing the "solution of abduction, nuclear and missile issues" as its purpose.
The Japanese government has spared no means and methods to resurface the abduction issue that had already seen a solution, to cover up its crime-woven past and incite anti-DPRK atmosphere at home and abroad. It has dramatized the "story of threat" from the DPRK and escalated military muscles for aggression under that pretext, thereby seriously harassing regional peace and stability.
It is the height of hypocrisy for Japan to stain itself as "a victim" without an iota of guilty conscience for its infliction of unprecedented misfortune and pain on the Korean nation after depriving it of its huge human, material and spiritual wealth, far from reflecting on the crimes.
Two decades have passed since the publication of the declaration, but Japan has only rendered it null and void and pushed the bilateral ties to the lowest ebb of confrontation through a series of all sorts of sanctions measures with an aim to strip the DPRK of its rights to independence and development.
The Japanese government can never shirk the responsibility for its perfidious acts about the declaration.
We keep tabs on all the unwarranted and reckless anti-DPRK and anti-Chongryon (General Association of Korean Residents in Japan) moves committed by Japan and will certainly force it to pay for them.
How the bilateral ties will turn out entirely depends on the attitude of the Japanese government.

Ministry of National Defence of DPRK Issues Press Statement
Pyongyang, September 22 (KCNA) -- The vice director general of the General Bureau of Equipment of the Ministry of National Defence of the DPRK released the following press statement on Sept. 21:
Recently, the U.S. and other hostile forces talked about the "violation of a resolution" of the UNSC, spreading a "rumor of arms dealings" between the DPRK and Russia.
Not only the development, production, possession of military equipment, but also their export and import are the lawful right peculiar to a sovereign state, and nobody is entitled to criticize it.
We have never recognized the UNSC unlawful "sanctions resolution" against the DPRK, which was cooked up by the U.S. and its vassal forces.
But we take this opportunity to make clear one thing.
We have never exported weapons or ammunition to Russia before and we will not plan to export them.
It is not sure from where the rumor originated which the U.S. is spreading, but it is aimed at tarnishing the DPRK's image.
We condemn the U.S. for thoughtlessly circulating the rumor against the DPRK to pursue its base political and military aim, and we warn the U.S. to stop making reckless remarks pulling up the DPRK and to keep its mouth shut.
History of Love Permeated in Popular Public Health System
The glorious 70-year-plus history of our republic is permeated with warm love and devotion of the peerless great men who created and perfected popular public health system.
After the founding of the country, there were lots of things to do. But President Kim Il Sung, taking account of the status of people who had suffered from poverty and maladies and their pressing needs for healthcare, pushed ahead with the work to establish a democratic public health system without delay and apply popular public health policies.
Before liberation, there were only 9 state-run hospitals with 450 hospital beds and the total number of doctors amounted to only a few hundreds.
These scarce medical facilities were concentrated only in cities so that rural population could not have access to any medical care.
President Kim Il Sung put forward a revolutionary policy to establish a democratic public health system on September 1945 and clarified the main policies - the introduction of insurance system, expansion of state-run hospitals, extermination of epidemics and free medical care for the poor - that should be adopted to conform with genuine democratic public health system serving for people.
Then, he set up public health department within the North Korean Provisional People's Committee in February 1947, thus reinforcing the state guidance on public health services and establishing well-organized public health administrative structure covering provinces, cities and counties.
He consecutively enacted and promulgated new popular public health laws and regulations and increased state investment so as to build state public health facilities.
Thus, the number of state hospitals increased to 58 – more than 6 times that of the period before liberation (there were only 9 of them). First-aid stations were newly set up in the provincial seats and many state-run health establishments of different kinds were built throughout the country, including 2 quarantine hospitals.
In January 1953, in the middle of war, the universal free medical care system was introduced and the 7th Session of the Second Supreme People’s Assembly of the DPRK held in 1960 announced complete universal free medical care system. As a result, the new medical care system was introduced where household doctors provide medical service such as prophylactic treatment, hygienic propaganda and vaccination to the households in charge according to the section doctor system, regardless of distance, be it a remote mountain village or sea village.
Chairman Kim Jong Il consolidated and developed the vitality of the popular healthcare system which was established thanks to the wise leadership of President Kim Il Sung. He also saw to it that the Party’s policy on prophylactic medicine is thoroughly implemented and the medical service and medical science and technology are further developed.
Today, the socialist healthcare in our country has entered a new stage thanks to the excellent leadership of the respected Comrade Kim Jong Un.
In recent years alone, Okryu Children's Hospital, Ryugyong Dental Hospital, Ryugyong General Ophthalmic Hospital, Medical Oxygen Factory, Pyongyang Dental Sanitary Goods Factory were newly built and a large number of medical facilities such as Myohyangsan Medical Appliances Factory and Pyongyang Pharmaceutical Factory were modernized, and the scope of application of the telemedicine system based on advanced science and technology is extending, making a big contribution to the promotion of people’s health.
The key to the successful control of infectious disease in only 90-odd days and favorable turn of events during the health crisis that broke out in last May owes its full credit to the sincere devotion and service of the respected comrade Kim Jong Un who puts the life and health of the people as the most important affair of state. The vitality and popular character of our public health system also contributed to the success.
Today, our people have heartfelt gratitude toward our country’s public health system which is engrained to them through their daily lives and they deeply love our social system.
American Society Rife with Child Abuse
The purest emotion of all is parents’ love for their children.
But it is none other than the United States, professing to be “beacon of human rights”, where children are regarded as nuisance to and burdens on parents and even forced into unfair brutal death.
Recently, a horrifying incident took place in Ohio, U.S. where a one-year-old child died of suffocation after being locked in a car for 5 long hours by his own father.
According to a police investigation, the temperature inside the car at that time was 54℃.
During a hearing, the so-called father said that he locked his son in the car for the reason he “didn’t want to be disturbed by him when resting at home”. This statement of his aroused wrath and consternation of the people.
Such tragedy has already become a commonplace in the American society.
According to the data released by a relevant organization, the number of children who died after being left in vehicles is as many as some hundreds counted from 2018 until present.
This is not all.
The American society was thrown into a great shock when the Department of Health and Human Services released a research data which show that in 2016, approximately 676 000 children fell victim to domestic violence and social abandonment and 1 750 of them died.
This means that 5 children lost their lives a day on average.
The U.S. – the breeding ground for all kinds of social evil in which the parents do not hesitate to kill even their children for their own comfort and enjoyment – is indeed the human rights criminal state to be brought to the international court before anyone else.
My Duty
Growth-promoting rice powder and fruit rice powder produced by the Pyongyang Children’s Foodstuff Factory are stealing the limelight of nursing mothers as they have rich nutrients and good taste.
They are associated with the efforts of Kim Kuk Chol, manager of the nutritive rice powder workshop.
After graduating from the Automation Engineering Faculty of Kim Chaek University of Technology in Juche 82 (1993), he was assigned to the factory.
In the course of working as the workshop manager, he found that a reason for the failure to raise the quality of rice powders was attributable to the fact that the automation level of some systems of feeding raw materials in the production line was low.
As a technician in the automation engineering sector, he thought it was his duty to solve this problem. After seeking for its solution, he decided to newly establish a system for automatically controlling the production line.
In cooperation with technicians in the workshop, he finally succeeded in establishing a PLC controlling system for the nutritive rice powder production line by solving many sci-tech problems in a short period of time.
The system made it possible to enhance the modernization level of nutritive rice powder production and improve the quality of products.
During the top-level emergency anti-epidemic period in May, he felt afresh the importance of his job. He thought it was inevitable for the families with babies to experience inconvenience as the whole country was strictly blocked and locked down.
This being the situation, he heard the news that the respected Comrade Kim Jong Un took a measure for urgently supplying baby milk and rice powders to nursing mothers across the country. He came to realize his duty as a producer of children’s foodstuffs.
During the period, he improved the quality of goods again by developing a nutritive rice powder producing method based on a high-speed boiling method.
He says: My duty is to produce larger amounts of more quality milk and nutritive foodstuffs to be supplied to children across the country at the state’s expense.
