KOMMUNIQUE

Japan = Kriegsverbrecherstaat

1. Press Statement of Kim Yo Jong, Department Director of C.C., WPK

2. Japan's Increased Defence Budget Will Escalate "Security Deficit": KCNA Commentary

Press Statement of Kim Yo Jong, Department Director of C.C., WPK

Pyongyang, August 20 (KCNA) -- Kim Yo Jong, department director of the Central Committee of the Workers' Party of Korea, released the following press statement "Poor plight of Seoul unable to play a war game it liked very much" on August 20:

Ulji Freedom Shield, a large-scale rehearsal for an aggressive war being conducted by the U.S. and the ROK in the ROK, was given a frosty reception right after its kick-off.

Trump issued a sudden order to reduce the scale of the drill. This has placed Seoul in a poor plight of discontinuing the "war game" it liked very much.

It will be something like the first "trouble" to the ROK, unprecedented in the history of U.S.-ROK joint military exercises, in the context that it has never seen the scale of a war game reduced to become coreless right after its kick-off with no prior discussion.

The ROK cannot let out a single word of protest at the GIs leaving without any mutual coordination at the U.S. chief executive's unilateral order. This is the inevitable fate of the puppet army, whose right to command has been left in the hands of the U.S., and the true situation of the ROK, whose security has been placed at stake due to a reduction of the joint military drill and who brags about its "enough capability for self-defence" despite its defence and security being under the care of outsiders.

The plight of the ROK, which is compelled to stop the "war game" it liked very much, is showing the structure of the relation between master and servant called the "U.S.-ROK blood alliance" of which it has boasted.

As recognized generally, this unforeseen consequence is an evident disaster brought by the unrealistic and anachronistic security outlook pursued by the ROK authorities who have ceaselessly repeated unnecessary attempts to reverse the regional mechanical structure controlled by a nuclear-armed nation, blinded by their firm belief in the U.S. master.

The ROK has reaped what it sowed.

The ROK authorities are hyping it as an "occasion for new phase and good opportunity for a change in relations" to cover up their poor plight, which is nothing but a lame excuse.

Lee Jae Myung curried favor with the U.S. in public by uttering shameful words that he pays "respects" for Trump's "decisive rollback decision" and it was a "decision from deep consideration" and then talked about "independent national defence" and "independent buildup of military capabilities" to prepare for the "worst scenario". Such double-dealing behaviour vividly proves uneasiness and impatience of the ROK.

The world witnesses that the U.S. security aids are no longer free of charge.

The whole territory of the ROK would be insufficient to curry favour with the cruel master.

What about deeply considering its position of complete subordination and finding a way of existence on this occasion?

Seoul should be aware of the unavoidable fate of the "puppet".

Japan's Increased Defence Budget Will Escalate "Security Deficit": KCNA Commentary

Pyongyang, August 22 (KCNA) -- Japan's sinister intention to accelerate its drive for turning itself into a war state while deceiving the international community has been brought to light.

It was reported on Aug. 18 that the Japanese Defence Ministry is going to request about 8.9 trillion yen as the fiscal 2027 budget for "defence cost".

But the final amount of the "defense cost" will reportedly increase to 10 trillion yen at the time of budgeting at the end of the year, for there exist more than 150 "items required" without specific cost.

Such increase in Japan's "defence cost," which will hit an all-time high, means the expansion of the dangerous war budget that will bring new turmoil to the region and other parts of the world.

Historically, Japan has increased the "defence cost" to a record level every year and turned the "Self-Defence Forces" into modern preemptive attack forces in a crafty way of adding to the budget, hyping "threat from neighboring countries".

According to three security documents, including the "national security strategy" published at the end of 2022, the Japanese reactionaries set the "defence cost" for 2023-2027 totaling about 43 trillion yen and assert that it is adjusted and spent by yearly installments. This is no more than a lame excuse and deceptive farce.

As for the "defence cost" for 2026 only, the present Japanese regime claimed it is 9.0353 trillion yen, 3.8 percent increase from the initial budget in 2025, but in fact it has made the biggest "leap" by exceeding 10 trillion yen.

It is not difficult to imagine the tremendous scale of next year's military spending, which will further expand at the end of this year, and it is clear that such huge military spending will lead to arms buildup for rounding off the preparations for a war of aggression.

In fact, Japan is to spend the money for the development of underwater-launched hypersonic missile, massive deployment of attack drones, such strengthened response to "new warfare" as the introduction of AI into the SDF command system and additional deployment of long-range missiles "capable of attacking enemy bases".

What merits attention is the fact that Japan's military spending, the highest in the world, is accompanied by the astronomical amount of state debt.

As known, Japan's state debt exceeded 1 343 trillion yen at the end of 2025, an increase of 1.5 percent from the previous year's, consecutively breaking records over a decade.

Meanwhile, Japan renewed the previous record in its "defence cost", thus becoming the world's sixth largest weapon importer in 2021-2025.

Despite such deteriorating financial situation, the Japanese reactionaries are spending a huge amount of money, collected from the people as taxes, for massively securing various long-range strike means like the U.S.-made Tomahawk cruise missiles and developing offensive weaponry. It is as clear as noonday that this is not for building a "pacifist state".

It is a foolish dream to think that their vicious militarist nature, characterized by aggression and war, can be concealed with the veil of "defence" and "self- defence".

With such reckless arms buildup, it is impossible to guarantee the future of the archipelago and the record-breaking war budget will only escalate its "security deficit".

The righteous regional community will never overlook the military evolution of the descendants of the war criminal nation disturbing peace and security of the world but thoroughly counter it by concerted efforts.

KOMMUNIQUE

des Schweizerischen Korea-Komitees und der Schweizerischen Juche-Ideologie-Studiengruppe zur Unterstützung der Presseerklärung von Kim Yo Jong, Departementsdirektorin des Zentralkomitees der PdAK, zur "schlechten Lage" der ROK nach dem Abbruch der Kriegsmanöver Ulji Freedom Shield" durch Trump

-

22. August 2026

Pyongyang, August 14 (KCNA) -- The spokesperson for the Foreign Ministry of the Democratic People's Republic of Korea released the following press statement on August 13:

The U.S. and the ROK announced that they would stage the large-scale joint military exercises Ulji Freedom Shield from August 17.

The exercises are expected to involve tens of thousands of troops and combat equipment, including forces of the U.S., the ROK and member states of the "UN Command", and field maneuvers such as Warrior Shield and various drills for real war simulating the environments for the ultra-modern operations like drone, electronic and cyber warfare.

The U.S. announced that the forthcoming exercises are quite different from the ones of the past five years and intended to master the ability of fighting a war on the basis of the new aspects of modern warfare. By doing so, it did not conceal its aim to complete preparations for the substantial military confrontation with the DPRK.

This is tantamount to an admission that the exercises, which the U.S. and the ROK describe as "annual" and "defensive" ones, are a rehearsal for an aggressive war.

Furthermore, the exercises are going to be staged again at a time when military and political situation is becoming more serious with each passing day in Europe, the Middle East and other parts of the world and the U.S. abuse of strength has become part of its daily routine. They are incurring the instability in the Korean peninsula and other regional countries, which is more serious than before.

The coordination of the U.S. forces' offensive posture which has begun in earnest across the world, the expansion of strategic flexibility by the U.S. forces in the ROK which is getting serious as part of it, the U.S.-Japan-ROK tripartite military cooperation system which is turning into a nuclear alliance and the strengthening of the military muscle by Japan and the ROK more clearly show how dangerous the said exercises involving all the military assets and war-fighting modes of the U.S. and the ROK are.

The enemy states' exercises for an aggressive war which have more serious provocative nature and dangerousness than last year are posing a grave threat to security sphere of our state and regional security environment.

The U.S. can never succeed in its attempt to seize military hegemony again and rebuild the unilateral threatening structure, which becomes an irreversible thing of the past in the Korean peninsula, by steadily replacing the old war scenario with a new one and holding rehearsals.

It is our consistent principle of ensuring security to respond to a new level of a threat with a new level of a deterrent.

The DPRK remains steadfast in its will to frustrate outsiders' hostile acts with the most powerful and overwhelming force and absolutely defend the supreme interests of the state security.

The DPRK will not tolerate the grave confrontational situation which is being created by the enemy states but more clearly express its stance on the enemies to cope with any threats and challenges through the responsible and decisive exercise of the right to legitimate self-defense.

U.S. New Nuclear Strategy Is Serious Threat to Push Global Security Environment to Threshold of Nuclear War: Military Commentator

Pyongyang, August 14 (KCNA) -- A military commentator made public the following article "The U.S. new nuclear strategy is a serious threat to push global security environment to the threshold of a nuclear war" on August 13:

The U.S. moves for nuclear hegemony aimed at gaining the absolute superiority in strength has entered a new dangerous stage. This is giving a rise to concern and vigilance among the international community.

According to a foreign report, the present U.S. administration has begun to draw up a new nuclear strategy intended to lower the threshold for nuclear use.

At a recent closed-door consultative meeting of the U.S. strategic command, the under secretary for policy affairs of the U.S. Defense Department asserted that the U.S. needs a reasonable nuclear option while discussing the small tactical nuclear weapons and regional war issue.

Commenting on it, the media and experts said that the present U.S. administration has started to map out a new nuclear strategy with the emphasis on the expansion of its capacity of launching an attack with tactical nuclear weapons in order to cope with the potential regional disputes with China and Russia.

This shows that the U.S. nuclear strategy is offensively turning into the one for using nukes in real war from so-called one for deterrence.

All the successive U.S. administrations examined their nuclear strategies on a regular basis, but the attempt to work out a new nuclear strategy clearly proves how adventurous and serious the U.S. moves for maintaining the nuclear hegemony are.

Given the fact that the U.S. has the world's biggest arsenal of nuclear weapons, we should not overlook the destructive aftereffects of the new nuclear strategy of the present U.S. administration on the global nuclear balance and security environment.

The U.S., the only country in the world which used nuclear weapons, has persistently sought to modernize nuclear forces rapidly and use nukes in a real war, regarding nuclear weapons as a main means for attaining hegemonic and aggressive political and military purposes for a long time.

In the nuclear posture review issued in 2018, the U.S. announced that it would launch the modernization of strategic nuclear forces and the development of the low-yield nuclear weapons and the condition of using nukes is also applicable to the case of being attacked by conventional weapons.

Accordingly the U.S. is busy upgrading the three nuclear strategy assets , including the development and production of the Columbia-class strategic nuclear submarine, the new-type ICBM LGM-35A Sentinel and the 6th-generation nuclear strategic bomber B-21 Radar. And it is putting spurs to deploy the low-yield nuclear warhead W76-2 and the tactical nuclear bomb B61-12 for action.

Shortly ago the U.S. announced that it would enable 19 new Virginia-class attack nuclear submarines to carry guided missiles and make them carry more missiles. This means the U.S. is going to sharply increase the operational capability of its nuclear forces.

The U.S. is also spending enormous funds on modernizing its overseas military bases in order to deploy more tactical nuclear weapons in NATO allies of Europe.

In particular, the U.S. is pressing ahead with its moves to carry out the first test fire of the new missile defense shield Golden Dome within this year as part of its hegemonic space arms buildup.

All the facts prove that the U.S. new nuclear strategy aimed at facilitating the use of nukes in a real war has already entered the implementation stage before its announcement.

Explicitly speaking, the U.S. new nuclear doctrine is a serious dangerous factor as it destroys the nuclear balance in the world, escalates a nuclear arms race and drives global security environment into the threshold of a nuclear war.

It is crystal clear that its new nuclear strategy will most adversely affect the security environment in the Asia-Pacific region where there are many nuclear weapons states.

After making it a fait accompli to unleash a nuclear war against the DPRK, the U.S. has drawn up nuclear operation guidelines in collusion with the ROK, held regular meetings of Nuclear Consultative Group and promised that it would provide Japan with extended deterrence including nuclear weapons.

It predicts that the first target of the new nuclear strategy may be the Korean peninsula.

The reality goes to prove that to overwhelmingly raise the level of versatility, functionality and practicability of the nuclear forces in the direction of more faithfully carrying out two missions of deterrence and retaliation, war prevention and war fighting serves as the best action option to maintain the balance of strength with the enemy states and ensure our state's security right and regional peace.

The most powerful offensive power is the most reliable defense capacity.

We will as ever steadily expand and strengthen the nuclear deterrent for self-defence capable of completely frustrate any nuclear threats and make the enemy states realize the catastrophic consequences to be entailed by their adventurous option against the DPRK.

The U.S. new nuclear strategy will never produce the security interests it calculated.

KOMMUNIQUE

des Schweizerischen Korea-Komitees und der Schweizerischen Juche-Ideologie-Studiengruppe zur Unterstützung der Presseerklärung des Sprechers des Aussenministeriums der DVR Korea zur Verurteilung der Aggressionskriegsmanöver Ulji Freedom Shield der USA-Imperialisten und des ROK-Marionettenclans

-

14. August 2026

Stop Ulji Freedom Shield!

Press Statement of Jang Kum Chol, First Vice-Minister and Director General of Tenth Department of DPRK Foreign Ministry

Pyongyang, August 12 (KCNA) -- Jang Kum Chol, first vice-minister and director general of the Tenth Department of the DPRK Foreign Ministry, Wednesday issued the following press statement "The ROK's scheme for possessing a nuclear submarine, which constitutes a new dangerous element to the security in the Asia-Pacific region, will certainly meet stranding":

The ROK's scheme for possessing a nuclear submarine, which has recently entered the phase of practice, is amplifying the instability of the regional security environment.

The ROK, which announced in May the "Jangbogo-N Project" for the development and introduction of its own nuclear submarine by the mid-2030s, is now intensifying its moves to implement it.

At the first meeting of the "future defense strategy committee" held at the naval submarine command in Jinhae, South Kyongsang Province a few months ago, the chief executive of the ROK justified the development of nuclear submarine, claiming that the plan for building a nuclear submarine is an expression of the will to take responsibility for peace and security on the Korean peninsula.

The ROK Ministry of National Defense, too, clarified that the nuclear submarine will use low-enriched uranium fuel and the whole process of development and building will take place at home. Thus, it officially declared that the development of nuclear submarine has switched over to the stage of practice from the planning stage.

Early in June, a U.S. delegation led by the U.S. undersecretary of State for Political Affairs, which comprised officials of the State Department, the Department of Energy and the Department of Defense, visited the ROK to agree to accelerate the consultation on nuclear submarine and establish a tripartite cooperation framework for the introduction of small modular reactor between the U.S., Japan and the ROK. It is a typical example of the fact that the prior environment necessary for the ROK's development of nuclear submarine is being created.

The ROK's persistent attempt to possess nuclear submarine can never be regarded as a defense measure to cope with someone's "threat".

The ROK has secretly pushed ahead with its plan for building a nuclear submarine since 2003, more than 20 years ago. Such fact goes to prove that the ROK's ambition to possess nuclear submarine is neither a "reflective measure" to respond to the DPRK's possession of nuclear weapons nor a matter of defensive nature to cope with the "regional threat".

Obviously, the ROK harbors another ambition.

The ROK raised the issue of enriched uranium for nuclear fuel as an item of preferential solution prior to the design, hull building and reactor development of nuclear submarine and demanded the revision of the "U.S.-ROK Nuclear Agreement". The fact hints at many things.

It is the final goal of the ROK to secure the right to produce nuclear materials, free from the restraint of the item on reprocessing nuclear waste fuel and prohibiting uranium enrichment, and ultimately pave the way for making a leap forward to nuclear armament.

The secret intention of the ROK, which is working hard to develop a nuclear submarine with its own nuclear armament in sight, can never be diluted, no matter how it talks about the "nuclear threat" from someone or "building up of self-defense capabilities".

The ROK's possession of nuclear submarine will inevitably result in nuclear dominoes in the Asia-Pacific region.

Japan has already disclosed its ambition not to exclude all possible options for the introduction of nuclear submarine, throwing off the mask of the "Three Non-Nuclear Principles" with the ROK's scheme to possess nuclear submarine as an occasion.

The ROK's scheme to possess nuclear submarine is not a matter to be considered as the military ambition of a country.

This is part of the U.S. great strategy to build an axis of nuclear hegemony in the Asia-Pacific region with the proliferation of nuclear submarine as a vehicle and thus restructure the military balance in the global scale in favor of it.

The U.S.-Japan-ROK tripartite military cooperation system, which is turning into a nuclear alliance, and AUKUS, the U.S., UK and Australia nuclear submarine alliance, are already in existence in the Asia-Pacific region.

The ROK's possession of nuclear submarine will inevitably be a preparatory step for developing the U.S.-Japan-ROK tripartite military alliance into the "second AUKUS", and if the international community overlooks this, it will have no other choice but to face the waves of confrontation made by the U.S.-led nuclear submarine alliance in the Asia-Pacific region including the waters around the Korean Peninsula, the Taiwan Strait and the South Sea of China.

The geopolitical security environment in the Asia-Pacific region is facing a grave challenge due to the U.S. which oversteps the conception of alliance and openly connives and encourages the attempt of its allies to go nuclear and the ROK engrossed in greedy ambition.

The plan for developing a nuclear submarine agreed by Washington which granted a request of Seoul will further aggravate instability in the Korean Peninsula, and this constitutes a grave challenge to the security of our state and its maritime sovereignty and a security threat to be countered without fail.

The new reality of amplifying regional instability reminds us why it is the first national strategic affair to possess the most perfect and complex operational combat strength capable of reliably defending the maritime sovereignty of the state while initiatively and preferentially coping with any change of the security environment.

The possession of the unparalleled power capable of neutralizing all sorts of existing or newly-emerging potential threats and responding to any military attempt of the enemy states to provoke the strategic sovereignty security of our state with the retaliatory attack which make them impossible to survive and revive will be the most responsible option for deterring a war.

International Affairs Analyst of DPRK on Japan's Policy of "Using Atomic Power"

Pyongyang, August 12 (KCNA) -- Ri Myong Nam, an international affairs analyst of the DPRK, Wednesday issued the following article "What does the policy of 'using an atomic power', timed to coincide with the Japanese high-ranking politicians' assertion of access to nuke, suggest?":

At a recent cabinet ministerial conference on the atomic power policy, Japan reportedly decided an action guideline calling for "making the utmost use of atomic power for energy security and decarbonization".

The essence of the guideline is to build 2~5 new nuclear reactors of the next generation by the 2040s and 11~14 reactors by the 2050s as regards the fact that the reactors of most domestic atomic power plants are superannuated, and to focus on investment, research and development and training of talents to this end.

At a glance, it is illuminated as a medium- and long-term plan for satisfying the daily-increasing domestic energy demand, but in view of the relations with the policy of atomic power pursued by Japan, the guideline contains a sinister and cunning strategic attempt that can never be overlooked.

It is an open secret that Japan planned to develop and use atomic bombs targeting the enemy states during World War II and has persistently pursued the possession of nuclear weapons so far.

Japan's atomic power policy is an extremely double-dealing and deceptive one as it has persistently pursued the nuclear armament under the specious name of "peaceful use of atomic power".

It is proved by the successive Japanese rulers from the Kishi Cabinet in the 1950s to the Abe Cabinet in the 2010s through Sato, Fukuta, Nakasone and Hata cabinets, who said that "Japan would have nuclear weapons if the requirement for defense was imminent", "Japan can have nuclear weapons for exclusive defense under the constitution," and "Japan is certainly capable of possessing nuclear weapons".

In fact, the Japanese government and the "Self-Defense Forces" have never stopped the internal examination on nuclear armament for the past decades, and it goes without saying that Japan's ambition for nuclear armament is based on the vast amount of nuclear material and nuclear technology seized through the operation of nuclear power plants at home.

Under the active patronage and connivance of the U.S., Japan is enjoying the privilege of extracting, stockpiling and reusing plutonium by reprocessing spent nuclear fuel among non-nuclear states. And it has now stockpiled 44.4 tons of plutonium and is planning to complete the spent nuclear fuel reprocessing plant within this year.

Nuclear power plants in Japan have reportedly piled up large quantities of spent nuclear fuel rods which can be used in extracting plutonium at any time and their quantities have already approached the limit of storage capacity.

It is the opinion of experts that Japan, which has secured huge quantities of nuclear material and possessed sensitive nuclear technology for military purposes, has turned into a de facto "quasi-nuclear weapons state" capable of making nuclear weapons within several months once it is determined to do.

What should not be overlooked is the fact that the Japanese government's decision on the nuclear power-related guidelines is timed to coincide with the recent call for nuclear possession by ultra-right politicians.

The present Takaichi Cabinet, which emerged in October last year, is pushing ahead with neo-militarist internal and external policies such as the revision of the "Three Non-Nuclear Principles" and the possession of nuclear submarines, while the theory of nuclear armament is openly being discussed among high-ranking politicians including the minister of Defense and an assistant to the prime minister.

Japan is hell-bent on the deployment of various kinds of ultra-modern military hardware including Tomahawk cruise missile for actual war and the expansion of firing range with the back of its American master keen on maintaining military hegemony in the Asia-Pacific region. It is as clear as noonday that what the purpose of Japan is through a decision on guidelines related to medium and long-term atomic power.

It is the real intention of the Japanese ruling quarters in advertising "the maximum use of atomic power" to maximize the striking power of military hardware deployed for action in parallel with the building of military infrastructure possessed of preemptive attack means far beyond the territory of the archipelago.

Even now when 80-odd years have passed after the war, neo-militarist Japan is sharpening the sword of revenge while persistently denying its past history of aggression and advocating the "story of threats from neighboring countries". If Japan has nuclear weapons, a catastrophe unprecedented in history will surely come true.

Japan's nuclear armament, another malicious variable, seriously threatens the strategic security balance of the region along with the U.S.-Japan-ROK cooperation system which is evolving into a military bloc containing nuclear elements. The prevailing situation demands that the independent states in the region bolster up the war deterrent capable of overwhelmingly suppressing the dangerous military acts of the enemy countries.

If Japan, a war criminal state frantically dashing toward the threshold, hallucinated by militarism, persists in its nuclear weapons ambition, it will surely reach the tragic end of ruin of the whole of the archipelago.

The international community aspiring after justice and peace should never tolerate Japan's reckless and dangerous scheme for nuclear armament.
