Press Statement of Spokesperson for DPRK Foreign Ministry

Pyongyang, August 14 (KCNA) -- The spokesperson for the Foreign Ministry of the Democratic People's Republic of Korea released the following press statement on August 13:

The U.S. and the ROK announced that they would stage the large-scale joint military exercises Ulji Freedom Shield from August 17.

The exercises are expected to involve tens of thousands of troops and combat equipment, including forces of the U.S., the ROK and member states of the "UN Command", and field maneuvers such as Warrior Shield and various drills for real war simulating the environments for the ultra-modern operations like drone, electronic and cyber warfare.

The U.S. announced that the forthcoming exercises are quite different from the ones of the past five years and intended to master the ability of fighting a war on the basis of the new aspects of modern warfare. By doing so, it did not conceal its aim to complete preparations for the substantial military confrontation with the DPRK.

This is tantamount to an admission that the exercises, which the U.S. and the ROK describe as "annual" and "defensive" ones, are a rehearsal for an aggressive war.

Furthermore, the exercises are going to be staged again at a time when military and political situation is becoming more serious with each passing day in Europe, the Middle East and other parts of the world and the U.S. abuse of strength has become part of its daily routine. They are incurring the instability in the Korean peninsula and other regional countries, which is more serious than before.

The coordination of the U.S. forces' offensive posture which has begun in earnest across the world, the expansion of strategic flexibility by the U.S. forces in the ROK which is getting serious as part of it, the U.S.-Japan-ROK tripartite military cooperation system which is turning into a nuclear alliance and the strengthening of the military muscle by Japan and the ROK more clearly show how dangerous the said exercises involving all the military assets and war-fighting modes of the U.S. and the ROK are.

The enemy states' exercises for an aggressive war which have more serious provocative nature and dangerousness than last year are posing a grave threat to security sphere of our state and regional security environment.

The U.S. can never succeed in its attempt to seize military hegemony again and rebuild the unilateral threatening structure, which becomes an irreversible thing of the past in the Korean peninsula, by steadily replacing the old war scenario with a new one and holding rehearsals.

It is our consistent principle of ensuring security to respond to a new level of a threat with a new level of a deterrent.

The DPRK remains steadfast in its will to frustrate outsiders' hostile acts with the most powerful and overwhelming force and absolutely defend the supreme interests of the state security.

The DPRK will not tolerate the grave confrontational situation which is being created by the enemy states but more clearly express its stance on the enemies to cope with any threats and challenges through the responsible and decisive exercise of the right to legitimate self-defense.

 

U.S. New Nuclear Strategy Is Serious Threat to Push Global Security Environment to Threshold of Nuclear War: Military Commentator

Pyongyang, August 14 (KCNA) -- A military commentator made public the following article "The U.S. new nuclear strategy is a serious threat to push global security environment to the threshold of a nuclear war" on August 13:

The U.S. moves for nuclear hegemony aimed at gaining the absolute superiority in strength has entered a new dangerous stage. This is giving a rise to concern and vigilance among the international community.

According to a foreign report, the present U.S. administration has begun to draw up a new nuclear strategy intended to lower the threshold for nuclear use.

At a recent closed-door consultative meeting of the U.S. strategic command, the under secretary for policy affairs of the U.S. Defense Department asserted that the U.S. needs a reasonable nuclear option while discussing the small tactical nuclear weapons and regional war issue.

Commenting on it, the media and experts said that the present U.S. administration has started to map out a new nuclear strategy with the emphasis on the expansion of its capacity of launching an attack with tactical nuclear weapons in order to cope with the potential regional disputes with China and Russia.

This shows that the U.S. nuclear strategy is offensively turning into the one for using nukes in real war from so-called one for deterrence.

All the successive U.S. administrations examined their nuclear strategies on a regular basis, but the attempt to work out a new nuclear strategy clearly proves how adventurous and serious the U.S. moves for maintaining the nuclear hegemony are.

Given the fact that the U.S. has the world's biggest arsenal of nuclear weapons, we should not overlook the destructive aftereffects of the new nuclear strategy of the present U.S. administration on the global nuclear balance and security environment.

The U.S., the only country in the world which used nuclear weapons, has persistently sought to modernize nuclear forces rapidly and use nukes in a real war, regarding nuclear weapons as a main means for attaining hegemonic and aggressive political and military purposes for a long time.

In the nuclear posture review issued in 2018, the U.S. announced that it would launch the modernization of strategic nuclear forces and the development of the low-yield nuclear weapons and the condition of using nukes is also applicable to the case of being attacked by conventional weapons.

Accordingly the U.S. is busy upgrading the three nuclear strategy assets , including the development and production of the Columbia-class strategic nuclear submarine, the new-type ICBM LGM-35A Sentinel and the 6th-generation nuclear strategic bomber B-21 Radar. And it is putting spurs to deploy the low-yield nuclear warhead W76-2 and the tactical nuclear bomb B61-12 for action.

Shortly ago the U.S. announced that it would enable 19 new Virginia-class attack nuclear submarines to carry guided missiles and make them carry more missiles. This means the U.S. is going to sharply increase the operational capability of its nuclear forces.

The U.S. is also spending enormous funds on modernizing its overseas military bases in order to deploy more tactical nuclear weapons in NATO allies of Europe.

In particular, the U.S. is pressing ahead with its moves to carry out the first test fire of the new missile defense shield Golden Dome within this year as part of its hegemonic space arms buildup.

All the facts prove that the U.S. new nuclear strategy aimed at facilitating the use of nukes in a real war has already entered the implementation stage before its announcement.

Explicitly speaking, the U.S. new nuclear doctrine is a serious dangerous factor as it destroys the nuclear balance in the world, escalates a nuclear arms race and drives global security environment into the threshold of a nuclear war.

It is crystal clear that its new nuclear strategy will most adversely affect the security environment in the Asia-Pacific region where there are many nuclear weapons states.

After making it a fait accompli to unleash a nuclear war against the DPRK, the U.S. has drawn up nuclear operation guidelines in collusion with the ROK, held regular meetings of Nuclear Consultative Group and promised that it would provide Japan with extended deterrence including nuclear weapons.

It predicts that the first target of the new nuclear strategy may be the Korean peninsula.

The reality goes to prove that to overwhelmingly raise the level of versatility, functionality and practicability of the nuclear forces in the direction of more faithfully carrying out two missions of deterrence and retaliation, war prevention and war fighting serves as the best action option to maintain the balance of strength with the enemy states and ensure our state's security right and regional peace.

The most powerful offensive power is the most reliable defense capacity.

We will as ever steadily expand and strengthen the nuclear deterrent for self-defence capable of completely frustrate any nuclear threats and make the enemy states realize the catastrophic consequences to be entailed by their adventurous option against the DPRK.

The U.S. new nuclear strategy will never produce the security interests it calculated.
