Sixth Enlarged Plenary Meeting of 8th WPK Central Committee Convened
The eventful and changeful present world, in which unpredictable difficulties constantly threatening the existence and development of our state and people are cropping up repeatedly, requires the WPK, which has solemn duty to lead the Korean-style socialism to a greater victory, to make more responsible, scientific and timely judgment and determination.
Thanks to the correct choice, seasoned leadership and tenacious practical ability of the Party Central Committee, the Korean revolution, which is surely advancing along the road chosen by itself as its timetable while turning the worst-ever crises into a phase of development and leap forward after the foundation of the DPRK, has now greeted a significant time of setting out the guidelines for the development of the Party and state for the new year after reviewing a year of ordeals in which the arduousness of all the past years has been aggregated.
The Sixth Plenary Meeting of the Eighth Central Committee of the Workers' Party of Korea (WPK) was convened at the office building of the Party Central Committee on December 26, Juche 111 (2022) at a historic time when the entire Party, the whole country and all the people vow to make a vigorous struggle in the new year 2023 for opening up a new phase for the prosperity of the state and its eventful development with the pride and confidence that they pioneered the second course of implementing the five-year plan in the spirit of fortitude by turning out as one in the implementation of the great programme set forth at the 4th and 5th plenary meetings of the 8th Party Central Committee.
Kim Jong Un, general secretary of the Workers' Party of Korea, was present at the meeting.
Present there were Kim Tok Hun, Jo Yong Won, Choe Ryong Hae, Pak Jong Chon and Ri Pyong Chol, members of the Presidium of the Political Bureau of the Party Central Committee, members and alternate members of the Political Bureau of the Party Central Committee and members and alternate members of the Party Central Committee.
Officials of the departments of the Party Central Committee, leading officials of ministries, national institutions, provincial level leadership bodies and city, county and major industrial establishments were present as observers.
The presidium of the meeting was elected with members of the Political Bureau of the Party Central Committee. The Political Bureau of the WPK Central Committee authorized the respected Comrade Kim Jong Un to preside over the meeting.
He summarized the development course in which our Party has made more dynamic and wider progress in socialist construction while overcoming hardship and challenges equivalent to the ten-year struggle of the revolution for the past two years since the 8th Party Congress and made a scientific analysis and appreciation on the successes and progress made in the course.
Noting that it is a precious experience we have gained through the arduous struggle of 2022 to deeply grasp the peculiarities of the recent internal and external environment and clarify the future direction of the development of the state affairs as well as the successes achieved in the arduous course, he stressed the need to lay out more exciting and confident struggle policies based on valuable facts that achieved practical advance while persevering all difficulties.
Stressing the need for the members of the leadership body of the Party Central Committee to display a high sense of responsibility and activeness in the discussion of agenda items, bearing deep in mind their heavy responsibility and duty, he declared that the plenary meeting was on the agenda.
The plenary meeting unanimously approved five major agenda items including the review of the implementation of major Party and state policies in 2022, the work plan for 2023, the implementation of the state budget for 2022 and the draft state budget for 2023.
The meeting went into the discussion of the first agenda item.
The respected Comrade Kim Jong Un started a report on the first agenda item.
The report referred to the fact that the national power of the DPRK has remarkably increased in all fields of politics, military, economy and culture, and successes and progress have been made in carrying out the gigantic tasks set forth at the fourth and fifth plenary meetings of the Eighth Party Central Committee through this year's unprecedentedly arduous and fierce struggle, comprehensively analyzed and estimated in detail the experience and lessons accumulated in the course.
The report clarified the main goals to be attained in 2023 in the key industrial sectors of the national economy including the metal, chemical, electric power, coal and machine industries, and in various fields of the national economy including the construction, agriculture and light industry, and the ways for carrying out them.
The participants in the plenary meeting are attentively listening to the report of Kim Jong Un who proudly reviews the all-people struggle of this year which achieved splendid development in the spirit of fortitude and indicates the strategic and tactical policies and tasks for practical action to propel a fresh leap forward in building Korean-style socialism.

50th Anniversary of Institution of Socialist Constitution of DPRK Marked
Respected Comrade Kim Jong Un Attends Meeting
For the past 50 years since its institution and promulgation under the unique constitutional idea and immortal leadership of the Workers' Party of Korea and in conformity with the general will of all the people, the Socialist Constitution has powerfully propelled the dynamic advance and development of state building and successfully discharged its mission as a powerful weapon for realizing the people-first politics in the new era of the Juche revolution in which the dignity and prestige of the DPRK are being demonstrated all over the world in the face of the most grave challenges and difficulties.
A meeting took place at the Mansudae Assembly Hall on Monday evening to mark the 50th anniversary of the institution of the Socialist Constitution of the DPRK.
Kim Jong Un, general secretary of the Workers' Party of Korea and president of the State Affairs of the DPRK, was present at the meeting.
When the respected Comrade Kim Jong Un appeared at the platform of the meeting, all the participants raised loud cheers of "Hurrah!" looking up to him who comprehensively clarified the idea and theory of building the Juche-oriented socialist law in the new era with his rare wisdom and seasoned leadership and energetically led the work to make our law truly contribute to building an independent state and ensuring the rights and interests of the people, thus remarkably strengthening the might of our state and social system.
Present there were Kim Tok Hun, Jo Yong Won, Pak Jong Chon and Ri Pyong Chol, members of the Presidium of the Political Bureau of the Central Committee of the WPK.
The meeting was also attended by Ri Il Hwan, Kim Jae Ryong, Jon Hyon Chol, Pak Thae Song and other senior officials of the Party and the government, Ri Yong Gil, Jong Kyong Thaek, Ri Thae Sop and other leading officials of armed forces organs, deputies to the Supreme People's Assembly in Pyongyang City, the participants in the Sixth Plenary Meeting of the Eighth Party Central Committee, officials in the field of legislation and those of judicial organs.
When the meeting was declared open, the national anthem of the DPRK was solemnly played.
Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the WPK, first vice-president of the State Affairs Commission of the DPRK and chairman of the Standing Committee of the Supreme People's Assembly, made a report "Let's powerfully promote the building and comprehensive development of state law by holding fast to the Socialist Constitution of Juche as the only weapon." Choe Ryong Hae said that the Socialist Constitution of the DPRK worked out by President Kim Il Sung is the most popular and revolutionary code embodying the immortal Juche idea and an original political charter unprecedented in the world history of constitution.
He referred to the fact that the Socialist Constitution of the DPRK has fully demonstrated the advantages and great vitality as the code of the great leader, the code of the people and the code of revolution in the complicated revolutionary struggle that has lasted for centuries. He noted that a new chapter of building the socialist law in the new era of the Juche revolution has been opened and a great change has been brought about in the development of the state.
The rapid development of the DPRK aspiring after mightiness, advancement and modernity is being steadily pushed forward under the strong legal guarantee and our state-first principle is being developed into all-people ideology and emotion, he said, adding that this reality is a brilliant fruition of the outstanding leadership of the respected Comrade Kim Jong Un, who clearly resolved the theoretical and practical issues arising in the building of the Juche-based law.
Our constitution will as ever successfully carry out its historic mission as a weapon powerfully propelling the cause of building a powerful country, he said, expressing warm support for the Socialist Constitution of the DPRK, the most advantageous and powerful in the world, reflecting the will of all the Korean people.
He called for more dynamically struggling for the eternal prosperity of our great country, our noble idea and our sacred cause, by holding fast to the Juche-oriented Socialist Constitution as its only weapon, saying that it is a great honor and pride of our state and people to have the great political charter to firmly support Korean-style socialism and push it to realizing the far-reaching ideal until the day of building a communist society.
Listening to the report on the proud 50-year history of the Socialist Constitution, all the participants in the meeting expressed their firm determination to fulfill their responsibility and duty in making our law truly contribute to realizing the people-first idea of the Workers' Party of Korea both in name and reality, true to the idea and leadership of Kim Jong Un with single mind.
The meeting marked a significant occasion which solemnly declared once again at home and abroad that the Socialist Constitution, the Juche-oriented political charter and the code of the people firmly guaranteeing the prosperity of our great state and its farsighted plan, will be immortal along with the sacred history of the revolutionary leadership of the WPK and the absolute prestige of the dignified People's Republic.
9th Congress of KCU Opens
Pyongyang, December 27 (KCNA) -- The 9th Congress of the Korean Children's Union (KCU) opened in Pyongyang on Monday amid the warm blessings of the people across the country.
Attending it were delegates nominated by the KCU organizations across the country.
Present on invitation were officials of the youth league and officials concerned for the education of the youth and children.
Ri Tu Song, department director of the Central Committee of the Workers' Party of Korea, Mun Chol, chairman of the Central Committee of the Socialist Patriotic Youth League, Kim Sung Du, chairman of the Education Commission, officials of the youth league, officials concerned and exemplary delegates of the KCU took the platform.
The flag of the Korean Children's Union was hoisted amid the playing of "March of Children's Union".
When the congress was declared open, the national anthem of the DPRK was played solemnly.
The congress went into the discussion of the agenda items amid the high enthusiasm of all the participants for further strengthening the KCU into a children's revolutionary organization of the Workers' Party of Korea and the ranks of young revolutionaries who are creditably carrying forward the cause of Juche generation after generation.
Outcome of U.S. Hostile Policy towards DPRK - Anti-DPRK “Human Rights Resolution”
Recently, at the plenary meeting of the 77th Session of the United Nations General Assembly, anti-DPRK “human rights resolution” has been railroaded into adoption.
The EU, at the instigation of the U.S., annually makes such a puerile political farce based on false data and we have consistently and categorically rejected it. This is already well-known to the world, so I think that there is no need for us to further comment on it.
What can’t be overlooked, however, is the fact that the hostile forces are now trying to deceive and ridicule the international community by covering up their sinister schemes to tarnish the image of our dignified country under the deceptive pretext of “human rights protection”. So, I would like to make a public disclosure of the farce of anti-DPRK “human rights resolution”.
In April, 2003, at the 59th Session of the UN Commission on Human Rights - the predecessor of the UN Human Rights Council (UNHRC) - the EU, for the first time, submitted the “draft resolution” on the human rights situation of our country, which was later adopted under coercion.
At that time, bilateral dialogue and cooperation were in full swing in the human rights field between us and the EU, which had been started since 2001 by repeated request from the EU. Such being the situation, there was neither cause nor motive that would have triggered the EU’s submission of “draft resolution” then, which is ditto today.
Nevertheless, the EU drafted the “resolution” with utmost secrecy and kept mum about it during the whole session before making a surprise submission of it at the eleventh hour.
It is internationally recognized practice and procedure to give prior notice to the other party concerned with regard to the draft resolution to be submitted to the UN conference and consult with each other, from the spirit of constructive dialogue and cooperation.
If the submission of the “draft resolution” on the human rights situation of our country is just and legal, the EU wouldn’t have taken such trouble as to contrive the scheme in secret and execute it behind the scene.
Then why did the EU let the rare opportunity for dialogue and cooperation slip and opt, instead, for confrontation by submitting the “draft resolution”?
The reason behind such an act was quite obvious.
As for the circumstances behind the adoption of the “resolution”, it was the time when the DPRK-US confrontation was driven to extremes by the unprecedented pressure launched by the U.S. following DPRK’s withdrawal from the NPT in January 2003.
When it became clear that sanctions and military threat alone could not bring us into submission, the U.S. first invented the pretext of “human rights issue”, then coerced its allies to join with it in its vicious smear and isolation campaign targeting our Republic.
The adoption of anti-DPRK “human rights resolution” was an act of EU’s subservience to the U.S., following in the footsteps of the U.S. hostile policy towards the DPRK. The U.S., having revoked the DPRK-US Agreed Framework, designated our state as the “axis of evil” then.
Since then, the EU has been inciting a one-sided confrontation in the UN arena while submitting annually the anti-DPRK “draft human rights resolution” at the instigation of the U.S.
The anti-DPRK “human rights resolution” bases all its arguments on the concoctions of distortive nature, namely the “testimonies” of the human scums of “defectors” who got away with murder. This resolution is critically defective for a UN document which regards scientific accuracy and credibility as its very life.
We can hardly expect any proper word from the criminals who have no other choice but to make a series of lies to prolong their lives after having fled the country with their parents, wives and children being left behind.
The UN has committed a downright illegal act that runs counter to the civilization and rule of law desired by the UN by fabricating the “resolution” on the human rights situation of our State with the help of such criminals. This is so pitiful.
The adoption of anti-DPRK “human rights resolution” in the UN area is, from A to Z, a product of the U.S. hostile policy towards the DPRK. It is an act of political confrontation aimed at intervening in the internal affairs of our Sate and overthrowing the system, and an act of infringing upon the sovereignty - the highest expression of human rights violation.
To us, human rights mean sovereign rights.
As we hold the national sovereignty, the integration of genuine human rights of the people, dearer than our lives, we will take tough stand to the end against the “human rights” campaign of the U.S. and vassal forces in order to defend the people-centered socialist system chosen at the cost of blood.
If the U.S. and vassal forces continue to recklessly cling to anti-DPRK “human rights” pressure, they will only hasten the unendurable disaster.

Material and Cultural Life of People Guaranteed by Law
The state has legally guaranteed the material and cultural life of the people in a responsible manner in the Democratic People’s Republic of Korea.
In recent ten years alone, relevant laws have been enacted or revised and supplemented, thus laying solid foundations to legally guarantee the genuine democratic rights, freedom and well-being of people.
Thanks to the popular policy of the DPRK to make the Korean people enjoy an excellent cultural life to their heart’s content in the most civilized conditions and environment, the Rungna People’s Recreation Ground, the Munsu Water Park and other cultural recreation grounds of the people have been built, and parks and pleasure grounds have newly been built across the country. As part of activities to legally guarantee the building of a civilized nation by maintaining and managing parks and pleasure grounds on a regular basis, the DPRK law on managing parks and pleasure grounds was adopted.
The state also adopted the DPRK law on urban management, the DPRK law on city beautification, the DPRK law on air pollution prevention, the DPRK law on environmental protection, the DPRK law on rivers, the DPRK law on the development of city and county, and the DPRK law on providing cement for city and county construction, thus making it possible to provide its people with beautiful and civilized living conditions and environment, protect their lives and property, and change the appearance of the country’s land.
In addition, such laws have been put in force as the DPRK law on the execution of educational programme, which stipulates the need to establish a well-regulated working system for ensuring the conditions for the implementation of educational programme and satisfactorily provide the conditions for its implementation; the DPRK law on welfare service, which stipulates that the system and order shall be established in the organization and operation of the public service network and contribute to ensuring the convenience of the people’s life and protecting and promoting their health; and the DPRK law on childcare, which stipulates the establishment of well-knit system for the production and supply of nutritious foodstuffs of children, the supply of dairy products and other nutritious foods to all the children free of charge and on a regular basis and ensuring the most wonderful conditions for bringing them up.
Meanwhile, other laws were adopted including the DPRK law on providing living conditions for ex-officers, which stipulates the principle of giving priority to and putting them forward in society and providing them with full living conditions, and the DPRK law on emergency anti-epidemic work, which specifies that the system and order shall be strictly established in the emergency anti-epidemic effort to protect the security of the state and the people’s lives and safety and ensure socio-economic stability. The adoption of these laws has provided a legal guarantee for consolidating the people-centred Korean-style socialist system and defending and ensuring the life and living of the people.
The recent Seventh Session of the 14th Supreme People’s Assembly of the DPRK adopted the DPRK law on socialist rural development and the DPRK law on landscaping and greening, which stipulate important issues arising in realizing rural revolution programme and the landscaping and greening policy of the Workers’ Party of Korea to achieve the rapid development of Korean-style socialist rural countryside and turn the country into a beautiful and civilized socialist fairyland.
The Seventh National Conference of Judicial Officers held in September set forth ways and methods to make our laws perform the role of a powerful sword defending the Party and revolution, the country and people, and a political weapon guaranteeing socialist development by bringing about a radical turn in socialist law-observance life.
