Press Statement of DPRK Foreign Minister
Pyongyang, November 21 (KCNA) -- Choe Son Hui, foreign minister of the Democratic People's Republic of Korea (DPRK), released the following press statement on Sunday:
UN Secretary-General Guterres on November 18 again termed the DPRK's legitimate and just exercise of the right to self-defence against the U.S. grave military threat "provocation".
Recently I was often made to take the UN secretary-general for a member of the U.S. White House or its State Department.
I express my strong regret over the fact that the UN secretary-general has taken a very deplorable attitude, oblivious of the purpose and principles of the UN Charter and its proper mission which is to maintain impartiality, objectivity and equilibrium in all matters.
We recently warned the UN secretary-general to consider the issue of the Korean peninsula on the basis of impartiality and objectivity.
I think he is well aware that a series of provocative nuclear war rehearsals, staged by the U.S.-led allied forces with involvement of nuclear strategic assets in and around the Korean peninsula all the year round, have brought the present touch-and-go situation of confrontation to the peninsula.
The DPRK made clear that it could not but take indispensable action for self-defence under the worrying security environment in the Korean peninsula and the region caused by the U.S. and its vassal forces' dangerous military cooperation against the DPRK. It also sent a clear signal that the U.S. should not make rash act if it does not want disastrous consequences.
Nevertheless, the UN secretary-general shifted the blame for the case onto the DPRK rather than the U.S. which provoked the former. This is most upsetting and deplorable to me.
The international community should lift its voice that if peace and stability in the Korean peninsula and the region are to be maintained, it is important to constrain and stop the provocative military actions of the U.S., the root of all disasters occurring in the region.
The UN secretary-general connived at the fact that the U.S. and its vassal forces were referring the DPRK's exercise of its inviolable sovereignty to the UN Security Council to put pressure on it. This clearly proves that he is a puppet of the U.S.
I remind you that the DPRK is watching the moves of the U.S. and the UNSC with clear counteraction in mind.
Future of the DPRK Reflected in Children
November 20 is World Children’s Day.
In 1954, 68 years ago, the United Nations General Assembly adopted a resolution to designate World Children’s Day with the purpose of promoting friendship and welfare among children of all countries.
Ensuring children’s rights and welfare is a very important issue related to the development of a country and nation as well as the future of the humankind.
Today, children are enjoying a happy life in our socialist system. They are regarded as kings and queens of the country as they receive benefits from the country with all their rights and welfare provided.
Recently, our country went through the worst health crisis which may be called the greatest turmoil since its founding. Moreover, series of natural disasters followed. But even in such difficult situation, a Party policy to supply all the children across the country with nourishing foods including dairy products at state’s expense was formulated, law on childcare was adopted for its implementation and an important measure was taken to provide students with new-style, high-quality school uniforms and bags.
All these are thanks to the endless devotion of respected Comrade Kim Jong Un who gives top priority to posterity-related work among all state affairs.
Such measures of love were continuously implemented even during the unexpected health crisis in May this year making it possible for infant milk powder and rice powder to be supplied to all parts of the country. And baby homes, children’s homes, primary and secondary boarding schools were regularly provided with fish while the production of school uniforms and stationery for students going uninterrupted.
With the politics of warm love for posterity and future, the song of “We are the Happiest in the World” is ringing high in the nurseries, kindergartens and schools across the country even in the global health crisis.
But, are the genuine children’s rights and welfare desired so much by humankind being ensured now on an international scale?
In the capitalist countries where money-is-almighty principle and the jungle law are rampant, bringing up children is regarded as a great burden and child abuse is becoming a social trend. There, children who should be protected and loved by the society and family fall victim to all sorts of exploitation and crime. For instance, future destiny of children is decided by their parents’ money and children become subjected to discrimination and contempt because of different skin color.
Children offer a glimpse of progressive and reactionary nature of the given society.
The future of our socialist fatherland, where all the children are growing up lively free of any worries to be pillars of the country in the sun’s embrace of respected Comrade Kim Jong Un, is ever bright and promising.
The UN recently called again on Japanese government that has long evaded the solution of the Japanese Imperial Army’s sexual slavery issue, to punish the culprits and to pay reparations to the victims.
On November 6, 2022, the UN Human Rights Committee, in its consideration of Japan's periodic Report on the implementation of the International Covenant on Civil and Political Rights, expressed regret that “no progress is noticed” with regard to the Japanese government’s response to the Japanese Imperial Army’s sexual slavery issue.
In the same context, the report cited the following facts as its final judgement: The perpetrator has yet to be prosecuted at the criminal court; effective and concrete measures as well as sufficient reparations to the victims still remain pending.
It continued to recommend that the Japanese government promptly prosecutes the relevant culprits, makes reparations to the victims and to the bereaved family, educates people on this issue through such means as textbooks, and denunciates contemptuous treatment of victims as well as any attempts at denying the issue.
In retrospect, the UN and other international human rights-related entities, civil organizations, as well as victims and the bereaved families have constantly demanded Japan for the past thirty years to fulfil its legal and moral obligations for the past violation of human rights.
However, Japanese government, in an attempt to liquidate the crime of sexual slavery with a meagre amount of money, had no reservations about such shameless acts as deceiving or trifling with the victims.
During the review process as well, the Japanese government again repeated its far-fetched assertion, much to the consternation of the world, that the issue of sexual slavery by the Japanese Imperial Army was “resolved conclusively and irreversibly” through the agreement with south Korea in 2015.
Sexual slavery by the Japanese Imperial Army is a case of mass sexual assault committed in a systematic and organized way, an unprecedented crime against women’s rights. It is definitely a war crime and the most heinous one at that against humanity to which the statute of limitations does not apply.
There is only one country in the world which organized and managed the sexual slavery system by means of state power, and has persistently denied such a crime without any investigation nor punishment for it for over seventy years. It is none other than Japan.
Even at this moment, elderly victims of sexual slavery by the Japanese Imperial Army are passing away one by one without closing their eyes, cursing the criminal state of Japan.
More than seventy years have passed since then. But the Japanese government has deliberately evaded addressing the issue of sexual slavery by the Japanese Imperial Army until today. This only reveals Japan’s brazenness and immorality in its stark reality.
Japan should respond to the demand of the international community and discharge legal responsibility and fulfil moral obligations for its mega-scale crime against humanity.
Only in Our Own Way!
Today, the Korean people are achieving great successes in socialist construction even in the face of vicious sanctions and blockade by the hostile forces.
This year alone, they built Songhwa Street with 10 000 flats and the Pothong Riverside Terraced Houses District in the capital city of Pyongyang and the large-scale Ryonpho Greenhouse Farm in South Hamgyong Province. Another 10 000 flats are now taking their shapes in the Hwasong area in the capital city. Achievements which can guarantee the sustainable development of the economy were made; the regional-industry factories in Kimhwa County, Kangwon Province, have been renovated as models for development of the regional industries, and the large-scale sodium carbonate production line at the Namhung Youth Chemical Complex and the first-stage renovation project at the Kumsong Tractor Factory were brought to successful completion.
All these successes are inconceivable apart from the wise leadership of the respected Comrade Kim Jong Un, general secretary of the Workers’ Party of Korea, who is guiding socialist construction so that all the problems arising in it are solved by the efforts and technology of the country and in its own way as demanded by the Korean revolution and in keeping with the specific situation of the country.
He clearly indicated the path of building Korean-style socialism, and enlisted all the people in the struggle to achieve a fresh victory in socialist construction.
On October 17 this year he visited the Central Cadres Training School of the Workers’ Party of Korea, and gave a significant commemorative lecture, in which he clarified a new orientation of Party building which can guarantee its eternal prosperity and the ways and methods for developing all realms of socialist construction, including building up the government, the economy, culture and national defences.
During his on-site guidance, he stresses that the country should promote its prosperity and development by creating everything by its own efforts, technology and resources.
While looking round the exhibition of machinery and other equipment in May Juche 105 (2016), he said with great satisfaction that they looked very nice and that he was specially pleased with the fact that the various machinery was made in Korean style, not by imitating foreign models.
When the construction of a terminal of Pyongyang International Airport was under way, he went over the formation plans, and pointed out that its style was modelled after foreign style, leading the effort to build it in Korean style in conformity with the aspirations and demands of the Korean people.
Under his energetic leadership, the Korean people are registering successes in adjusting and reinforcing all the sectors of the economy, including the electric- power, machine-building and building-materials industries, while developing the metallurgical and chemical industries based on the resources abundant in the country and on its own technology.
In his policy speech delivered at the Seventh Session of the 14th Supreme People’s Assembly of the DPRK held in September this year, Kim Jong Un stressed the importance of living our own way with our own efforts.
Keeping in mind that living their own way is the only road for bringing happiness and prosperity of all the generations to come and the path of victory, the Korean people are dynamically propelling their advance for the comprehensive development and prosperity of socialist construction.
Path of Party Building in New Era
The respected Comrade Kim Jong Un visited the Central Cadres Training School of the Workers’ Party of Korea on October 17, and gave a historic commemorative lecture, where he clarified the original party building idea of the Korean style.
At the lecture he indicated political, organizational and ideological construction and discipline and work style building as the orientation for the building of the Workers’ Party of Korea in the new era.
The new five-point orientation serves as a precious guideline for strengthening the Party into a party that is politically mature, organizationally sound, ideologically pure, strictly disciplined and healthy in work style.
Until then the Party pushed ahead with its building in the three aspects– organizational building, ideological building and leadership art building. By consolidating itself organizationally and ideologically and steadily increasing its leadership ability and militant efficiency, the whole Party turned into a powerful body, ideologically pure and organizationally integrated, and through a tireless struggle to combine leadership with the masses excellent leadership methods of the Korean style were created and their vitality was fully demonstrated, thus greatly contributing to achieving great victory in the face of all trials of history.
Based on a scientific analysis of the subjective and objective conditions of the Korean revolution and the present situation of Party work, Kim Jong Un clarified the new five-point orientation for Party building in the new era.
By setting forth political construction as the core, priority task in Party building, he provided a sure guarantee for further enhancing the Party’s leadership authority and making clearer its revolutionary character and original features. By giving top priority to political construction in the strengthening and development of the Party, it has become possible to further consolidate the revolutionary political climate within the Party with the uniformity of ideology and leadership as the core and to acquire the appearance and prestige of a political leadership organization in a splendid way.
Stressing the need to continue intensifying and more dynamically pressing ahead with organizational and ideological construction, Kim Jong Un elaborated on the principles for steadily consolidating the Party and revolutionary ranks in an organizational way and ways for renovating all fields of the Party’s ideological work.
The Party building idea in the new era raised the discipline and work style building for the first time.
Only when strict discipline is established within the Party, is it possible to thoroughly suppress all unorganized, undisciplined and negative elements in the overall Party work and propel and guarantee the sound development of the Party and continuously create, cultivate and carry forward the communist work style unique to it. By putting forward discipline and work style construction as an important component and an inseparable problem in Party work, it made it possible to remarkably strengthen and develop the Party to be more perfect in all aspects–not only in the political, organizational and ideological aspects but also in discipline and work style.
It is the intention of the Party Central Committee to step up the modelling of the whole Party on Kimilsungism-Kimjongilism on a new high and confidently advance toward the building of socialism and communism by further promoting the valuable successes achieved in Party building over the past decade and strengthening it by making redoubled efforts as required by the new era.
As the orientation of Party building in the new era has been put forward, lasting foundations were laid for the glorious revolutionary history of the Party to continue from generation to generation, and a broad avenue for intensifying Party leadership in every way over the activities of the state and the overall social life opened up.
At the lecture Kim Jong Un stressed again that it should become the mode of existence and mode of revolution of the Party to deepen the trust of the people by regarding them as divine and devoting itself to them, purify its climate and attain higher goals by dint of the single-minded unity between the Party and the people.
In the early period of the new century of the Juche era, the Party defined Kimilsungism-Kimjongilism as its one and only guiding ideology, formulated its essence as the people-first principle, and purposefully and persistently pushed forward with the work of ensuring that its and state activities were run through with this principle, thus markedly enhancing the might of harmonious whole formed between itself and the masses.
Thanks to the WPK which put forward making devoted and selfless service for the good of the people as the mode of its existence, the people’s opinions, demands, interests and convenience are being given top and absolute priority in the formulation and execution of all its policies, and the trait of officials going closer to the people the harder the times are is being fully displayed. Its organizations and officials are conducting their activities by believing in and relying on the people and by orienting them to promoting people’s wellbeing. This is the shining embodiment of its noble outlook on the people.
As General Secretary Kim Jong Un provided the immortal great programme for Party building, the Workers’ Party of Korea has been provided with a new guideline for maintaining and ceaselessly displaying the ideals and determination it put forward in the early days of its founding.
