DPRK Foreign Ministry's Memorandum Issued to Disclose Truth and Danger of U.S. Nuclear Proliferation
Pyongyang, September 29 (KCNA) -- The Foreign Ministry of the Democratic People's Republic of Korea on September 27 issued a memorandum to disclose the truth and danger of nuclear proliferation by the U.S., which has irresponsibly neglected its disarmament duty as a nuclear weapons state, plunging the international nuclear non-proliferation system into the worst crisis.
The U.S. is the chief culprit of the vertical proliferation bringing a global nuclear nightmare, the memorandum said, and went on:
In July 1945, more than 80 years ago, the U.S. raised nuclear mushroom clouds on the desert of New Mexico State for the first time in the human history and, since then, has made no scruple of resorting to all kinds of means and methods to lead the preemptive nuclear possession to a permanent nuclear monopoly.
It conducted 1 032 rounds of nuclear tests from 1945 to 1994 and had more than 32 500 nuclear attack means when the Cold War was at its height. The fact and figures go to prove eloquently how tremendous disaster the human history might face due to the nukes in the hands of the "evil empire".
The U.S., which had overestimated its exclusive nuclear advantage until the 1950s, resorted to a craftier artifice to gain a nuclear preponderance behind the curtain of nuclear disarmament in the mid-1960s, because of its financial burden caused by excessive military expenditure and apprehension for the Soviet Union's nuclear superiority as the world's second nuclear weapons state.
The U.S. is planning to resume its nuclear explosion tests under the pretext of "fair competition" while building up a world public opinion about "nuclear tests" in other countries. Such scheme is motivated only by its intention to plunge its strategic rivals into the whirlpool of nuclear arms race and realize the radical acceleration of its nuclear power buildup.
The modernization of the U.S. nuclear force is now being promoted at a level reminiscent of the Cold War period in its width and depth, under the keynote policy of the present U.S. administration advocating "America first" and "peace through strength".
Recently, the U.S. military officially recognized its possession of "space control weapons in orbit". This is a manifestation of its dangerous attempt to secure outer space for operation more favorable for strategic nuclear attack on enemy states, as a prolonged policy of dominating space.
What should not be overlooked is the fact that the U.S. is conducting in a more frantic manner its nuclear force buildup and modernization to ensure the absolute nuclear superiority in the "four-point operational sphere" involving the land, sea, air and space.
The U.S. has resorted to drawing up a new nuclear strategy, which envisages the use of tactical nuclear weapons by drastically lowering the door of restriction on the use of nukes. The fact shows that such nuclear weapons are not merely "deterrence means" of provision for the purpose of "removing threats" from the enemy states, but weapons for actual war to be used on battle sites in case of emergency.
The memorandum disclosed that the U.S. is the chieftain of horizontal proliferation disturbing the international nuclear non-proliferation system.
The Nuclear Non-Proliferation Treaty, signed in 1968, stipulates the commitment of each nuclear weapons state and non-nuclear weapons state to non-proliferation, the right to use nuclear energy for peaceful purposes and the promotion of negotiations on nuclear disarmament, thus assuming the mission as a cornerstone of the international non-proliferation system.
But, the U.S. has openly handed over nuclear weapons technology to its vassal forces, going against the core provisions of the NPT and made the nuclear sharing with NATO member states an uncontrollable object of the treaty. Today it is massively deploying its nuclear attack means in foreign territories under the pretext of offering "nuclear umbrella" and "extended deterrence".
Moreover, the U.S. cooked up "nuclear operation guidelines" with the ROK and put the operation of "Nuclear Consultative Group" on a regular basis. And then it made a commitment that it would include nukes in the provision of "extended deterrence" to Japan. The facts vividly go to prove the true colors of the U.S.-Japan-ROK triangular military cooperation system which is evolving into a nuclear alliance under the leading role of the U.S.
Israel's possession of nukes and several pro-American countries' efforts to arm themselves with nuclear weapons, which are still arousing international concern and fear, are a product of the U.S patronage, connivance and backing from A to Z.
What should not be overlooked is that the U.S. is scheming to turn the AUKUS into a world's biggest nuclear submarine alliance by drawing Japan, the ROK, New Zealand, Canada and other allies into it.
The U.S. approval of the ROK's possession of nuclear submarines is another proof of the AUKUS-style proliferation with nuclear submarines as a vehicle, which is a dangerous development adding new instability to the political and military security environment in the Asia-Pacific region.
If the reckless nuclear proliferation acts of the U.S. are allowed to go on, the "Pandora's box" will be completely opened and humankind will face a terrible nuclear disaster.
The present geopolitical situation, in which the international nuclear order has reached the state of total collapse due to the U.S. radical nuclear arms buildup and undisguised nuclear proliferation, requires the DPRK to play a more positive role in defending the world peace and ensuring the global strategic security, the memorandum said, and went on:
The DPRK's option of action as a responsible nuclear weapons state will be strictly based on the grave reality in which no international body or treaty is deterring the U.S. from bolstering up its nuclear power and going on its nuclear proliferation.
This will be a clear criterion in the DPRK's efforts to protect the national security interests and the regional security environment.

The U.S. is more openly revealing its gangster-like nature to use the ROK as its key base for implementing its hegemonic strategy and as its mercenaries in the regional conflict.
At a recent "ROK-U.S. international security seminar", the commander of U.S. forces in the ROK termed the ROK a "decisive centre for collective defence," asserting that the security on the Korean peninsula is directly linked with the stability of Northeast Asia, the western hemisphere and the whole Pacific.
He talked about the redesigning of the security of the Korean peninsula, stressing the need for the ROK and the U.S. to jointly cope with the threat from outside the Korean peninsula.
This is a clearer manifestation of the attempt to completely discard the deceptive veil of "defense of the ROK," which has so far been used as the justification for the existence of the U.S.-ROK alliance, and to tie the ROK to the aggressive "collective defense" system for implementing the strategy for world hegemony.
The "collective defense" is a keynote of the present U.S. administration's "National Defence Strategy". It is a brigandish doctrine of aggression aimed at driving its allies to any strife-torn areas in the world under the pretext of "joint response to a common threat".
The fact that the military value of the ROK has been promoted to "decisive center of collective defense" means that the whole territory of the ROK will play the role of a key base for the U.S. in fighting the overseas aggressive war and the ROK's forces will be deployed as first mercenaries, earlier than any others, in any place indicated by their American master.
Getting clearer is the reason why the U.S. has openly revealed its intention to use the geopolitical position of the ROK for carrying out its strategy for hegemony outside the Korean peninsula under a "upside down map," highlighting the ROK's position as a fixed aircraft carrier for deterring the DPRK, China and Russia and a dagger in the heart of Asia.
In fact, the U.S. attempt to place the ROK at the centre of the "collective defence" system has been put into speedy practice to pose real danger.
The U.S. has reduced its forces in Europe and other regions, but deployed MQ-9 Reaper drone unit for strategic purposes and more F-16 fighters in the ROK. It even seeks to deploy the multi-domain mobile task force. This is a part of its practical design to involve the ROK in the "collective defence" system.
This has been proved by the fact that the U.S. has enhanced the joint operation system and integrated operation capacity by involving the ROK forces in such multi-national military exercises in the Asia-Pacific region as RIMPAC and Pacific Vanguard conducted far beyond the Korean peninsula and its vicinity, not content with Ulji Freedom Shield and other joint military drills with the ROK and Japan.
Shackled by the U.S. "collective defense" system, the ROK is playing a suicidal role as top-class war servant of the U.S. by willingly accepting to increase its defense cost, build nuclear submarines, introduce multi-domain operational system and integrated missile defense system, massively purchase U.S. war hardware and build and overhaul U.S. warships, all of which are transcending its "defense requirements."
The U.S. strategy of "modernizing the alliance," which is being carried out on a global scale, beyond the boundary of the Korean peninsula, under the signboard of "collective defense", and sycophancy of the ROK blindly following it are exposing the security of the Korean peninsula, the region and the world to graver danger.
The ROK, which will play the role of a "decisive center for collective defense," has turned into the most obvious cancer-like entity that stokes the instability of the region and the world, and this will inevitably provoke the heightened vigilance and strengthened readiness of the countries and the region regarding it as a threat.
The DPRK, which borders the ROK, has already made full preparations in anticipation of such developments and clarified its resolute stand to mercilessly deter and frustrate any challenge doing harm to the sphere of its security by dint of its superpowerful military muscle.
The ROK, which has emerged as a "decisive center for collective defense," pursuant to the U.S. strategic interests, will become a decisive target of collective punishment.
