Report on Third Enlarged Meeting of Eighth Central Military Commission of WPK

Pyongyang, June 24 (KCNA) -- Now all the Party members and the whole society of the DPRK are waging a gigantic struggle to bring about an epoch-making phase in the course of development of Korean-style socialism by boldly braving stern trials and challenges with faith in sure victory and iron will, true to the idea and decisions of the 5th Plenary Meeting of the 8th Workers' Party of Korea (WPK) Central Committee. At this stirring time, the 3rd Enlarged Meeting of the 8th Central Military Commission of the WPK was held at the office building of the WPK Central Committee from June 21 to 23 to review the overall military and political activities of the Korean People's Army (KPA), the revolutionary armed forces of the Party, and determine its important and heavy duty for the times and history.

Kim Jong Un, general secretary of the WPK, chairman of the Central Military Commission of the WPK and president of the State Affairs of the Democratic People's Republic of Korea, guided the meeting.

Attending it were Vice-Chairman Pak Jong Chon and members of the WPK Central Military Commission.

Present as observers were officials of relevant departments of the WPK Central Committee, members of the executive committee of the KPA Committee of the WPK, commanding officers of the Ministry of National Defence and military and political commanding officers of the KPA large combined units.

The meeting decided to increase the number of vice-chairmanship of the WPK Central Military Commission after examining a proposal for it, and elected Ri Pyong Chol, secretary of the WPK Central Committee, as vice-chairman of the Party Central Military Commission.

Placed on its agenda were the crucial issues arising in rapidly bolstering the national defence capabilities to put them on the level appropriate to a new stage of the developing revolution by thoroughly implementing the military line and key defence policies of the Party.

The WPK Central Military Commission analyzed its work system and order and the performance of the military commissions of the provincial, city and county Party committees, discussed the important issues of enhancing the function and role of the military commissions at all levels as required by Party building and the principles specified in the Party rules, and adopted a relevant decision with unanimous approval.

The meeting also reviewed the work of the Ministry of National Defence, the KPA General Staff, the KPA Committee of the WPK and the KPA General Political Bureau and the military and political activities of the commanding officers and staff of the KPA units at all levels and the Party political organizations of the armed forces organs in the first half of the year 2022.

The WPK Central Military Commission confirmed the issue of further strengthening the Party's guidance on the overall armed forces of the Republic in an all-round way and of bringing about a radical turn in training the army to be strong in ideology and faith by letting the entire army hold fast to the Party's army-building orientation and general line. It also confirmed the strategic and tactical tasks for pushing ahead with the development of the KPA into the one strong in military technology and the immediate duties for building up national defence, and decided on the organizational and political measures to ensure the thorough execution of the defence policy of the WPK.

Guided by the vice-chairmen of the Central Military Commission of the WPK, the meeting additionally confirmed the operation duties of the KPA frontline units, had an in-depth study and discussion on the military measures for enhancing the capabilities of carrying out operations, modified operation plans and reported their results to the WPK Central Military Commission.

After hearing the results of study and discussion and the preparation of an important document, the WPK Central Military Commission decided to supplement the operation duties of KPA frontline units with an important military action plan. It also examined and approved an important issue of providing a military guarantee for further strengthening the country's war deterrent, true to the strategic plan of the Party Central Committee and ratified the plan for reorganization of military organizational formations.

The meeting emphasized the tasks for different sectors to carry through the Party's revolutionary army-building line and strategic policy and clarified all the principles to be adhered to in the overall work for national defence.

Guiding the meeting, the respected General Secretary said that today's struggle, in which the stern trials facing the revolution should be braved with a strong will and resolute decision, essentially calls for surely maintaining and constantly improving the absolute power and the military and technical edge of the KPA, the strong bulwark for defending the revolution and the country.

He stressed the need for the entire army to go all out for implementing the army-building idea and military strategic plan of the Party Central Committee, occasioned by the enlarged meeting that set forth the clear-cut practical action guidelines for bolstering the military muscle, and consolidate in every way the powerful self-defence capabilities for overwhelming any hostile forces and thus reliably protect the dignity of the great country and the security of its great people.

Then he made a conclusion on the important principles to be adhered to in all military and political activities of the KPA.

The meeting, convened at a very important time in the advance of the Korean revolution, will be significantly recorded in the history of the WPK's struggle as a historic discussion of great significance in further intensifying the Party's guidance on the military affairs and drastically increasing the fighting efficiency of the revolutionary army, true to the outstanding army-building idea and strategic plan of the Party Central Committee.

U.S. “Human Rights” Racket against DPRK Doomed to Failure

Recently, the U.S. is getting more frantic in its “human rights” plot against the DPRK.

Typical examples are the bill on extending the validity of the notorious “North Korea Human Rights Act” for five more years proposed by the U.S. Congress in March and in May, and “2021 International Religious Freedom Report” issued by the U.S. State Department on June 2 that slanders the DPRK as a “religious oppression state”.

Such “human rights” plots, the outcome of the U.S. inveterate repugnance towards the DPRK, are, in every way, acts of hostility and political confrontation which have nothing to do with the promotion of genuine human rights.

The U.S. regards the Korean peninsula as the major link in the chain of implementation of its strategy for supremacy in Asia. It is resorting to all-out attempts to isolate and stifle the DPRK, which is winning victory after victory under the uplifted banner of socialism.

However, its military threats and blackmail could no longer work due to our self-defensive war deterrent. When the things have come to this pass, it just picked on our “human rights issue” in dead earnest along the extension line of its isolation and stifling attempt.

The anti-DPRK “human rights strategy” pursued by the U.S. has its roots in its hostile policy towards the DPRK, and it fully serves to overthrow our state and social system.

The U.S., under its anti-DPRK “human rights strategy”, seeks to disgrace and demonize our country by making up a story which goes beyond human imagination. This is the same old trick used by the U.S. even today.

The U.S. seeks to disintegrate us from within and stretch out its tentacles into our internal affairs by seriously distorting the genuine human rights policy of our country and its human rights situation by passing such extraterritorial draconian laws as “North Korea Human Rights Act”. It also takes the lead in seeking international cooperation to put pressure on the DPRK.

This includes the adoption of the “human rights resolution” against the DPRK at the UN. Likewise, the “human rights” campaigns conducted by the U.S. in every part of the world have their ultimate objectives of overthrowing the systems.

It is indeed the worst case of a guilty party filing the suit first that the U.S. tries to do something against us by inventing the nonexistent “human rights issue” in our country.

It is none other than the U.S. which, advocating “almighty power principle” in foreign relations, launched wars and military actions against 40% of the countries in the world since 2001 under the pretext of counter-terrorism, killing more than 800 000 civilians and producing over 38 million refugees. In Afghanistan alone, it killed more than 100 000 civilians and generated more than 10 million refugees in the 20-odd-year-long war, devastating the whole country.

The U.S. is the very country where an average of 40,000 people loses their lives by 400 million private guns every year under the “Statue of Liberty”, the number of which far exceeds its population. In this country, 6 280 or so prisons and detention centers are overflowing with 2 million prisoners, and Native, Asian and African Americans are suffering from discrimination and inequality.

This is only the tip of the iceberg of the innumerable acts of human rights violation perpetrated by the U.S. at home and abroad.

The U.S., a country with the worst human rights record, has no right to admonish others.

Human rights are national sovereignty to us.

Our people have keenly experienced that national sovereignty is more precious than our very lives as they had lived under military occupation of Japanese imperialists for nearly half a century and have been living in blockade with the country being divided and exposed to outside attempts to isolate and stifle us for over 70-year-long period since the country’s liberation in 1945.

Moreover, under the prevailing negative international situation where the crimes of the strong are turned into good deeds and the good deeds of the weak into evil, we feel keenly that human rights without national sovereignty are no more than an empty word and that no compromise nor concession should be made when it comes to the defending of national sovereignty.

We will frustrate every “human rights” plot of the U.S. and safeguard our socialist system to the last where the people have become its masters enjoying genuine human rights.

“Human rights” racket of the U.S. against the DPRK is doomed to failure.

KCNA Commentary on Japan's Reckless Military Maneuvers

Pyongyang, June 24 (KCNA) -- Shortly ago, the Japanese government announced its intention to increase the amount of missiles and ammunition under the pretext of continuously bolstering up the combat efficiency of the "Self-Defense Forces".

The increase of the amount of missiles and ammunition planned by Japan can not be construed as a self-defensive measure.

Japan is a war criminal state that imposed untold miseries and sufferings on mankind in the last century and now, a peace wrecker preoccupied with the ambition for reinvasion.

Moreover, it declared that in case "crisis of existence" occurs in contingency of Taiwan, it would act according to the "security legislation". The draft 2022 defense white paper stipulated that Japan will interfere in the situation on the Straits of Taiwan.

This vividly shows Japan's scheme to make the Taiwanese issue a good excuse for realizing its ambition for reinvasion.

Recently, Japan, together with foreign forces, has staged full-scale military exercises aimed at containing China on the South Sea of China.

The Japan prime minister officially communicated his intention to stir up the atmosphere for constitution revision to a meeting sponsored by a "dietmen's union for the enactment of a new constitution" consisting of supra-partisan lawmakers. Such behavior revealed the scheme to turn the SDF into the war forces for aggression, free from the principle of "exclusive defence", and it is by no means unrelated to the prevailing situation.

The facts go to prove that all the moves of Japan are aimed at realizing its ambition for reinvasion.

It is not hard to guess why Japan is going to possess much more ammunition. Japan regards the unlimited stockpiling of missiles and ammunition as a way for effectively coping with a prolonged war it may encounter in the course of reinvasion.

Japan's stockpiling of ammunition is nothing but a reckless military act aimed to accelerate the preparations for overseas aggression.

The international community is now keenly watching Japan's moves for arms buildup.

If the Japanese reactionaries persist in the moves for turning Japan into a military power, instead of drawing a lesson from its past defeat, they will be doomed to miserable ruin

Workers and Trade Union Members Meet to Vow Revenge on U.S. Imperialism

Pyongyang, June 24 (KCNA) -- As June 25 approaches, the day when an unprecedented terrible disaster brought to Korea's sacred lands, the resentment and hostility against the U.S. imperialists, the sworn enemy who ignited a war of aggression against the DPRK, is soaring in the country.

Workers and trade union members held a meeting to vow revenge at the education place of the Central Class Education House on June 23 on the occasion of June 25, the day of struggle against U.S. imperialism.

Present there were officials of the Central Committee of the General Federation of Trade Unions of Korea (GFTUK) and trade union officials and members and workers in Pyongyang.

Pak In Chol, chairman of the Central Committee of the GFTUK, made a report to be followed by speeches at the meeting.

The reporter and speakers denounced that the Korean War ignited by the U.S. imperialists was a war of aggression to nip the young Republic in the bud and make the whole of Korea their colony and realize their wild ambition for world supremacy, and it was the most barbaric war for murder and destruction unprecedented in the world history of wars and in human history.

They stressed that the U.S. imperialists mobilized all the armed forces of its satellite countries and the latest combat and technical equipment but could never bring to their knees the Korean people who rose up as one in the struggle to defend the country.

They said that under the wise leadership of President Kim Il Sung, an ever-victorious iron-willed commander, the Korean people and the Korean People's Army defeated the U.S. imperialists who boasted of being "the strongest in the world", in the fierce Fatherland Liberation War, which could be called the confrontation between rifles and atomic bombs, for the first time in history, and defended the sovereignty of the nation and the dignity of the country with honor.

During nearly seven decades since fireworks for victory in the war were displayed, there has never been a time when the dark clouds of aggression and war did not hang over Korea due to the U.S. invariable hostile policy toward the DPRK and wild ambitions to stifle it, they noted.

The aggressive nature of U.S. imperialism remains unchangeable and, to this end, we should settle account with the aggressors by arms and till the last and we should consolidate the strongest war deterrent without restriction until no formidable enemy can underestimate the DPRK and all roots of war disappears -- this a historic lesson given by the June 25 war, they said.

The reporter and speakers stressed that if the U.S. imperialists ignite another war on this land, oblivious of the history of their disgraceful defeat, the Korean people will give full play to thousand-fold revenge and mercilessly smash all the aggressors.

Prior to the meeting, the participants looked round the Central Class Education House

Art Exhibition on Theme of Class Education Opens

Pyongyang, June 24 (KCNA) -- An art exhibition on the theme of class education was opened at the Pyongyang International House of Culture on June 23 with the approach of June 25, the day of struggle against U.S. imperialism.

Displayed at the venue of the exhibition are more than 70 art works including Korean paintings, oil paintings, sculptures and calligraphic works dealing with the crime-woven history and brutal atrocities of the U.S. and Japanese imperialists and class enemies who inflicted untold misfortune and sufferings upon the Korean people.

The works disclose the atrocities of the U.S. imperialists who massacred patriots and innocent inhabitants in the most brutal and cruel ways during the period of the strategic temporary retreat of the past Fatherland Liberation War.

They reflect the heroic struggle of our army and people who mercilessly annihilated the U.S. imperialists and class enemies, and miserable plight of the aggressors.

They lay bare the brutal and shameless hideous crimes of the Japanese imperialists, the sworn enemy who had occupied Korea for nearly half a century and forced unpardonable slavish submission upon the Korean people, and the nature and invariable ambition of the exploiting classes.

Such posters as "Let us take revenge upon class enemies a thousand-fold!" show the faith and will of all the people to put an edge on class enemies with the transparent anti-imperialist and anti-U.S. class consciousness and revenge.

Officials concerned, officials in the field of the art and working people in Pyongyang City looked round the venue of the exhibition.

The exhibition goes on until July 30.
