Respected Comrade Kim Jong Un Gives Field Guidance at Nampho Shipyard
Pyongyang, November 4 (KCNA) -- Respected Comrade Kim Jong Un, General Secretary of the Workers' Party of Korea and President of the State Affairs of the Democratic People's Republic of Korea, gave field guidance at the Nampho Shipyard on November 2.
He was accompanied by Jo Chun Ryong, secretary of the C.C., WPK.
He was greeted at the shipyard by leading officials of the Shipbuilding Institute and the shipyard.
The Nampho Shipyard is pushing ahead with the project to modernize its overall production lines and also making progress in the building of a new warship, under the tasks of the warship building sector set forth by the Second Plenary Meeting of the Ninth Central Committee of the WPK and the decision made at the First Enlarged Meeting of the WPK Central Military Commission.
Comrade Kim Jong Un learned in detail about the master plan for updating the shipyard and then about the economic organization for the modernization project and the progress in the project.
He referred once again to the opinion of the WPK Central Committee on the historical need to accelerate the expansion of capacity of the Nampho Shipyard and other major shipyards and their technical upgrading.
The strategy for developing the shipbuilding industry set forth by the Party Congress clearly indicates the specific orientation for expanding the capacity of the existing shipyards and increasing the operation rate of all the shipyards, he said, adding that the implementation of this strategy means the updating of major infrastructure of the state which is of key importance in rapidly developing the country's marine industry for the future economic prospect, defending the security of the sea border and maritime sovereignty and exercising the strategic deterrent.
In particular, it is vital and important requirement of the times to rapidly bolster up the surface and underwater combat power for defending the national sovereignty in the sea under various threats, he said. Stating that the necessity to completely upgrade the combat power of the navy at present is attributable to the circumstances which compels us to contain the nuclear blackmail and threat of the enemies in the region, the source of creating the new geopolitical situation and substantially and gravely affecting the national security, he said that the timely adopted development plan in the shipbuilding industrial sector is a responsible option in view of the national prosperity and security and an expression of action for the just will to ensure the prosperity and development of the country and defend its peace.
Saying that the advanced and hi-tech shipbuilding base is essential for building a powerful naval force which no one can provoke, Comrade Kim Jong Un stressed the need for the shipyard to set the standard goal of modernization in terms of raising the higher efficiency in the aspects of quality and productivity and in the direction of saving manpower and establish an intelligent integrated production system which comprehensively controls the whole course of shipbuilding, thus opening a new path and creating model experience in the development of the shipbuilding industry.
He set forth the important principle and tasks for modernizing the shipyard, including the issues of highly automating all the elements of production process, constructing one more ground dock to create the capacity for building and repairing ships at the same time, and correcting the irrational matters in the layout of the shipyard's buildings.
He also stressed the need to pay due attention to employing more promising talented persons in the field of designing and building the ships and increasing the number of those engaged in that field.
Saying that our inviolable maritime sovereignty is guaranteed only by the most responsible efforts and practical and advanced defence technology, he affirmed that if all shipyards of the country are modernized as planned by the Party Central Committee, a great revolution will take place in the development of the shipbuilding industry.
That day, Comrade Kim Jong Un went round the warship building site of the Nampho Shipyard.
He said that the building of latest-type warships in succession is a proof of the actual development of our shipbuilding sector, which increases confidence in the prosperity and development of our shipbuilding industry. He noted that if the talented shipbuilding group is combined with excellent advanced technology at once, our country will take a seat on the front row of the world's most powerful shipbuilding industry.
He expressed great satisfaction, looking at a warship under construction which is incomparably huge and browbeating than the destroyer built last year.
The new warship, designed to carry out its complex operational mission in consideration of the present-day warfare, the world trend of development and the specific situation of our country on the basis of comprehensive analysis of the development history of warships which many countries have updated through many repeated research in the historical changes, is being built into a combat system with the one and only capabilities from the designing stage, he said, referring to the important military significance of an aggregate of the huge combat power.
Comrade Kim Jong Un stressed that the necessity to possess the most developed and powerful warship is proved without words by the recent geopolitical environment and hostile acts of the enemies, and therefore, the urgency is being highlighted than ever before and it is because we should defend the country, ensure sovereignty and deter all threats.
He asked the workers of the Nampho Shipyard and all the builders involved in the modernization of the shipyard to respond to the sacred mission entrusted by the revolution with their consistent devotion and responsible efforts for the security and prosperity of the country.
His field guidance to the Nampho Shipyard serves as a warm encouragement to the development and might of our shipbuilding industry, which is playing a key role in attaining the strategic target for developing the national industry and bolstering up the national defence capabilities through radical leap forward and revolutionary acceleration, and a significant occasion in adding confidence and courage to its sky-high spirit and advance.

As already mentioned, the continued hostile signal of the U.S. to our state compels the DPRK to reconsider the U.S. entity in various aspects.
The so-called "cryptocurrency hacking case by the DPRK" is no more than a tip of iceberg that shows the essence of the U.S. hostile policy toward the DPRK.
Recently, the U.S. again called for someone's "denuclearization" at a tripartite diplomatic gathering with Japan and the ROK and has set new records of anti-DPRK hostility day by day in all aspects of denuclearization, human rights, cyber, sanctions and military affairs, evidenced by the staging of joint military drills under various missions, the imposition of unilateral and multilateral sanctions and the publication of "Trafficking in Persons Report".
We do not regard the "Binance" hacking incident as any accidental and sudden case or isolated private scheme, but as an extension of Washington's invariable hostile policy toward the DPRK.
Clearly, the U.S. malicious attempt to get a political and strategic profit by abusing the case is producing a political side effect.
We have already and repeatedly clarified that the U.S. abandonment of its hostile policy toward the DPRK is a major premise and key to solving all problems, and in this context it is needless to say that the U.S. recent act is a clearly retrogressive one.
It is our clear stand that we have no need to sit face to face with such unreliable and hostile persons who refuse to abandon their policy of confrontation while talking about dialogue, prefer war drills and strengthening of military alliance to peace and evade respect for the sovereignty, rights and interests of the other party while preaching about improved relations.
To the hostile signals that the United States continuously sends, we do not know how to respond otherwise.
In the present reality when new records are being set in the implementation of the U.S. hostile policy toward the DPRK, it is natural that new records should be created in our reflective counteraction.
The choice for peace includes dialogue of course, but this is not surely equated with national interests for us.

Recently, the cryptocurrency worth billions of U.S. dollars was stolen at the world's largest cryptocurrency exchange "Binance". As regards this extra-large incident, the U.S. has made a trite provocation of linking it with the Democratic People's Republic of Korea again.
The FBI is trying to brand the DPRK as a "cyber criminal state", claiming that it obtained information that a hacking organization "supported" by the DPRK was involved in the incident.
But the U.S. assertion is an absurd rhetoric and nothing new.
This is not the first time that the U.S. has attempted to spread misunderstanding of the DPRK in the international community, blindly linking the DPRK with the "cyber crime" incidents whenever they occur on an international scale.
Last year, the U.S. also tried to blame the DPRK for the hacking incident at the cryptocurrency exchange called "Bybit".
It is a grave political provocation against the DPRK that the U.S. misleads the international public opinion as if all the cyber crimes in different parts of the world are our deeds.
This is a sinister attempt to damage the international image of the DPRK and undermine its dignity and national prestige and another grave violation of the sovereignty of the DPRK in the new sphere.
It is the consistent policy stand of the DPRK government to resolutely oppose all sorts of malicious acts in cyberspace, the wealth common to the mankind, and resolutely reject any attempt to politicize the cyber issue and use it as a means of interfering in the internal affairs with other countries.
The international community needs to recall once again the fact that as soon as the present U.S. administration took office last year, it announced that it would confiscate illegally stolen cryptocurrency assets and use them as a state's strategic reserve.
If it carefully examines who will get the large amount of the so-called stolen cryptocurrency when the latter is retrieved, it may get a clue about who is behind the hacking incident.
On this occasion, we confirmed Washington's hostile attitude toward the DPRK once again and are closely monitoring a variety of persistent provocations of the U.S. against our state.
We have issues to reconsider in diverse aspects as regards the very unpleasant U.S. hostile attitude.
DPRK Missile Administration Tests Major Weapon System
Pyongyang, November 3 (KCNA) -- The Missile Administration of the Democratic People's Republic of Korea conducted the tests to assess the power of a dispersal warhead of a strategic cruise missile and its flight feature for vertical strike on November 2.
Full General Kim Jong Sik, member of the Central Military Commission of the Workers' Party of Korea and first vice department director of the Central Committee of the Workers' Party of Korea, guided the relevant tests.
Announcing the result of the test to assess the power of the dispersal warhead, the Warhead Institute of the Missile Administration said it confirmed that the middle-sized dispersal warhead tipped on the cruise missile is capable of turning into ashes a target area of 5 to 6 hectares with its highest-density power.
And the Cruise Missile System Institute of the Missile Administration noted that it perfected the capability to deliver a vertical strike against the target by improving the terminal maneuverability of the cruise missile, taking into consideration the natural and geographical characteristics of the targeted area.
The general director of the Missile Administration said:
The necessity of developing a variety of weapon systems is urgent than ever before. It is because our armed forces should defend the security of the country and deter all sorts of threats. As today's tests showed, various combat functions of such strongest weapon system will help defend the DPRK from potential threats from outside and renew the military capabilities of the state. These tests are an important test and also demonstrate the practical combat power.
The Missile Administration said the tests were a part of the routine scientific research to increase the power of combat systems.
DPRK Military Commentator on Japan's Moves to Acquire Capability for Making Preemptive Attack
Pyongyang, November 3 (KCNA) -- A DPRK military commentator made public the following article "Intolerable is the moves of the neo-militarist forces of Japan to acquire the capability for making a preemptive attack inviting a vicious cycle of the escalation of the regional tension" on November 3:
Japan, a defeated nation accelerating its transformation into a warfighting state after throwing off the veil of "pacifist state", persists in its moves to acquire the capability for making a preemptive attack. It is further escalating the geopolitical tension.
Its latest example is the participation of the type 25 surface-to-ship guided missile launcher of the Ground Self-Defence Forces in the largest-ever joint military drill Keen Sword staged in different parts of Japan from October 19 to 29, involving 45 000 troops from the Self-Defence Forces and 12 000 soldiers from the U.S. army.
It is a well-known fact that Japan remodeled the Ground Self-Defence Forces' type 12 surface-to-ship guided missile with a firing range of 200km into the type 25 one with a firing range of over 1000km last year and deployed the relevant equipment in Kumamoto Prefecture of Kyushu area bordering the DPRK and China in March this year.
However, it was reported that Japan relocated the type 25 surface-to-ship guided missile launcher and the relevant equipment in the training grounds in Nagasaki and Saga prefectures for the first time during the drill to share the information about a target simulating the enemy's warship with the U.S. forces and confirm the launching procedure.
What is more serious is that Japan did not hide the fact that the drill simulating the missile launch was aimed to test the rapid deployment of the offensive weapon system with the coast of China and the DPRK in the striking range and the capability for the anti-warship operations when it opened the drill to the media.
This year the moves of the neo-militarist forces of Japan to acquire the capability for making a preemptive attack on neighboring countries have assumed more radical, undisguised and regular aspects.
Between May and September alone, Japan launched the type 88 surface-to-ship guided missile and test-fired Tomahawk long-range cruise missile in succession on the northern coast of the Luzon Island of the Philippines and in the Pacific Ocean, and the U.S. forces' mid-range missile launching system Typhon was involved in the large-scale joint military drill it staged with the U.S. and Australia.
Such ever more unscrupulous military moves go against the international law and domestic law disallowing Japan to possess a war potential and the right to take part in any war or right to belligerence. They clearly prove that the moves of the war criminal state to turn itself into a military giant have entered an extremely dangerous phase as it is crazy about the deployment of the long-range offensive weapon for action, not content with its scheme to acquire the capability for making a preemptive attack, advocating the "story of threats from neighboring countries".
Japan has massively procured different kinds of long-range strike means with heightened unexpectedness of attack and drastically increased operational radius and accelerated its moves to deploy them for action in multi-domain spaces such as ground, sea, underwater and air. This is the present reality of Japan's moves to acquire the capability for making a preemptive attack.
It is an uneasy opinion of the international community aspiring after justice and peace that Japan's military power has completed its transition from "defence" to "attack" and Japan's rush with right-wing inclination is creating a direct and realistic threat to regional peace and stability.
The moves of the neo-militarist forces of Japan to possess the capability for making a preemptive attack, which is running amuck, obsessed with the dizziness of reinvasion, are a cancer-like factor that brings about a vicious cycle of escalating tension in the region.
The more desperately Japan is keen on possessing the capability for making a preemptive attack and the more frantic it is in its provocative and aggressive military drills with outside forces, the more closely its archipelago will approach serious, realistic and inevitable security crisis.
