DPRK FM's Press Statement

Pyongyang, October 28 (KCNA) -- Choe Son Hui, foreign minister of the Democratic People's Republic of Korea, issued the following press statement on Saturday:

A "joint statement", issued by the diplomatic authorities of the U.S., Japan and the "Republic of Korea (ROK)" on Oct. 26, is the most politicized document that seriously distorted the friendly and cooperative relations between the Democratic People's Republic of Korea and the Russian Federation and is opposed to the universal principles of international law on establishing relations among sovereign states.

The U.S. and its allies' criticism of the DPRK-Russia relations has not been in existence for only a day or two.

Anyhow, it has become clearer that they have the vital geopolitical interests in illegalizing the DPRK-Russia relations, in view of the present international political situation and the crises the U.S., Japan and "ROK" are facing at home and abroad.

If they have no malice toward the DPRK and Russia, there will be no reason to strain every nerve and feel uneasy about the development of equal and normal relations between the two countries.

If they were curious to prove that the specific sphere of cooperation between the DPRK and Russia posed a "threat" to international peace and security, they should have to clarify beforehand why their triangular military alliance is not regarded as a threat to regional peace and security.

Unlike the shackling and unequal relations among the U.S., Japan and "ROK" which are thoroughly subject to the establishment of U.S. hegemony, the DPRK-Russia relationship is the reciprocal relations of friendship and cooperation based on independent equality and respect for sovereignty.

The bilateral relations are developing on the basis of such recognized principles of international law as national sovereignty, mutual respect, non-interference, equality and mutual benefit under the DPRK-Russia treaty of friendship, good neighborliness and cooperation, a legitimate constitution of international law. This is an intrinsic attribute of the DPRK-Russia relations.

According to the principle of international law on friendly relations and cooperation among the sovereign states confirming with the UN Charter, any nation or group of nations has no right to interfere in the issues belonging to the national sovereignty of states or in internal and external affairs of other countries.

Therefore, the groundless criticism and defamation of the DPRK-Russia relations are just denial and violation of the UN Charter and the recognized international law.

The independent DPRK and Russia do not define their duty according to the direction or deadline specified by others and, moreover, the groundless concern of the U.S., Japan and "ROK" about the DPRK-Russia relations is not a matter for the DPRK to settle.

The DPRK-Russia relations, aimed at promoting the well-being of the peoples of the two countries, do not target the third country, but if peace and security in the region are endangered due to the persistent moves of the U.S., Japan and "ROK" for instability, they will act as a powerful strategic stability element to contain such situation.

It is the steadfast will and stand of the DPRK to comprehensively expand and develop the bilateral relations with the Russian Federation in the idea of independence, peace and friendship and thus build stable, future-oriented and eternal DPRK-Russia relationship in the new era, no matter what others may say.

I express firm belief that the traditional and strategic DPRK-Russia relations of friendship, cooperation and good neighborliness will greet a new higher phase through full implementation of the agreements reached at the historic September DPRK-Russia summit meeting and talks.

DPRK's Military Action Will Continue: Military Commentator

Pyongyang, November 3 (KCNA) -- A military commentator of the DPRK issued the following article "We will continue military action to bolster up the deterrence and ensure the strategic security in the Korean peninsula and the region" on Friday:

On Nov. 1, the United States conducted the test-fire of ICBM Minuteman 3 at the Vandenberg space force base, in the presence of a puppet south Korean military delegation.

The launch came to failure, but the test-fire, resumed in seven years with the participation of puppet south Korean military gangsters as part of demonstration of its "extended deterrence commitment", clearly shows who is the target of the U.S. nuclear and strategic weapons.

What should not be overlooked is the fact that the enemies dared to cry out for the redeployment of U.S. tactical nuclear bombs in the Korean peninsula, timed to coincide with a plan on the development of new-type nuclear bomb named B61-13 recently announced by the U.S. Defense Department.

The U.S. nuclear arms buildup is getting intensified amid the ever-escalating large-scale armed conflicts in the European Continent and the Middle East and the unprecedented military confrontation among nuclear weapons states. This cannot be construed otherwise than a dangerous scheme to attain military supremacy with the actual use of nuclear weapons.

The U.S. and puppet south Korean military gangsters' recent and ongoing military moves against the DPRK, including the landing of U.S. nuclear strategic bombers in the puppet region, are extremely provocative and reckless hostile acts that unilaterally escalate the military tension in the Korean peninsula.

The armed forces of the DPRK are keeping themselves fully ready to counter any hostile threat to its sovereignty and security and interests in order to neutralize such attempt outside the territory, while watching the enemy's moves.

The DPRK's military counteraction stand to respond to the nukes in kind is immutable, irrespective of whether the U.S. targets the DPRK with strategic nuclear weapons or deploys tactical nukes.

Now that the nuclear threat by the U.S. and its vassal forces to the DPRK nears a new red line, to steadily bolster up the self-defensive nuclear armed forces on the part of the DPRK is the exercise of its right to self-defense for protecting its security from the hostile forces' threat and a powerful diversionary measure for ensuring peace and security in Northeast Asia and the rest of the world.

The armed forces of the DPRK are filled with the determination to faithfully fulfill their constitutional obligations for defending the national sovereignty and territorial integrity and the rights and interests of the people by responding to the reckless military provocations of war maniacs with prompt, overwhelming and decisive counteraction.

The DPRK will as ever continue its military action to bolster up the deterrence and ensure the strategic security in the Korean peninsula and the region.

Press Statement of Spokesman of Korean Jurists Committee

Pyongyang, November 3 (KCNA) -- The number of innocent civilian casualties is increasing as Israel has recently escalated its reckless military attack on the Gaza Strip gradually.

According to data available since the outbreak of the Middle East incident on Oct. 7, more than 8 000 Palestinians, including 3 000-odd children and 2 000-odd women, were killed and over 20 000 wounded in the Gaza Strip due to indiscriminate air raids and shelling by Israel. And the damage is expected to be further expanded in the future due to the humanitarian crisis.

Nevertheless, the U.S. is getting frantic with military support to Israel, far from making efforts to settle the situation, while continuing to connive at and foster Israel's killing of civilians.

After the outbreak of the incident, the U.S. has zealously instigated the attack on the Gaza Strip while increasing the degree of military support to Israel by dispatching two aircraft carrier strike groups, an amphibious assaulting ship, fighters and many other war hardware to the region, deploying missile defense and interception systems such as THAAD and Patriot and proposing to the Congress an omnibus aid plan including a $14.3 billion support to Israel, a spokesman of the Korean Jurists Committee said in a press statement issued on Friday, and went on:

This shows that although the U.S. is talking about the prevention of escalation of the situation, its real intention is to zealously patronize and back Israel's reckless military attack on the Gaza Strip.

The U.S. exercised veto at a meeting of the UN Security Council on the Middle East crisis on Oct. 18, talking about Israel's "right to self-defense" and also foiled the adoption of a resolution at a UNSC meeting on Oct. 26, calling for a "temporary truce", not an "immediate ceasefire". The fact goes to clearly prove that it has no interest in the protection of civilians in the Gaza Strip.

In particular, the U.S. has insisted that Israel is not to blame for the death of more than 500 civilians due to the attack on a Palestinian hospital, shamelessly claiming that the number of civilian deaths announced by the Palestinian health authorities cannot be confirmed directly on the spot and, accordingly, cannot be recognized. This fully reveals the U.S. cruelty and barbarity.

The U.S. loudly clamored about "humanitarian disaster", calling for the "protection of civilians" in Ukraine. But it is conniving at and encouraging Israel's hideous killings of civilians while keeping mum about this. This is the height of double standards.

Through large-scale protest demonstrations and rallies in different parts of the world, the international community is now strongly urging Israel, which does not hesitate to commit massacres of civilians, and the U.S., which is zealously patronizing, conniving and fostering them, to immediately stop the human slaughter.

A resolution demanding an immediate ceasefire for humanitarian purposes was adopted at the Oct. 27 special emergency meeting of the UN General Assembly with the approval of 120 countries. And a statement of the Middle East countries on putting an end to the war crimes of Israel against mankind and on making an immediate truce for the protection of civilians was made public on Oct. 28. They are an eruption of strong protest and anger of the international community.

The U.S. one-sided policy and reckless military support policy on Israel are hideous war crimes that cause the massacre of innocent Arabians. It is none other than the U.S. which should be brought to the International Criminal Court and ousted from the UN Human Rights Council.

To put an end to the double standards of the U.S. engrossed in high-handed and arbitrary practices in different parts of the world is a prerequisite for establishing a fair and just international order.

Answer of Spokesperson for the DPRK Ministry of Foreign Affairs

Spokesperson for the Ministry of Foreign Affairs of the Democratic People’s Republic of Korea (DPRK) gave the following answer to the question put by KCNA on November 3 in regard to the adjustments being made to the DPRK diplomatic missions to other countries:

In line with the changes in the international environment and the state external policy, we are either closing or newly opening diplomatic missions in other countries.

Effective relocation and operation of the state’s diplomatic force are part of the regular affairs conducted by sovereign states with a view to promote their national interests in external relations. We have also introduced such measures on several occasions in the past.

Necessary diplomatic measures will continue to be taken in view of the long-term development of the state external relations and in conformity with the development of international environment.

“Did you get full marks?”

This is the question President Kim Il Sung asked first whenever he met with our children. He would feel very pleased if the children answered with animation that they got full marks. And if some children hesitated to answer, he would encourage them saying that they should study hard and get full marks.

One day in January 1964, President Kim Il Sung, on his field guidance to the rural area, met some small children of a primary class under middle school (at that time) who were riding in a sledge.

Examining their winter coats and caps, he asked one of the children what he learned at school and whether he got full marks or not.

At first, the boy answered in a loud voice that he learned mother tongue and arithmetic at school. Then he continued in a low voice that he did not get full marks.

At that time, the school of the village was located in a far-off place. So the children felt very tired when they came back home in the evening and fell asleep without even finishing their homework.

Looking over the mountain path running down the ridge, President Kim Il Sung said that it was because the school was too far away and they should build a branch school in the village as soon as possible.

One official answered with a puzzled face that the village had less than ten pupils.

President Kim Il Sung then warmly said that we should not decide the issue related to the future of the country only considering the number of children and that they should definitely build a branch school even though there were only a few children in the village.

This is how the well-arranged branch school for less than 10 children came to be built at the foot of the sunny mountain.

When he met a boy in Changsong, he was very pleased to hear that he got full marks and warmly said that he should study harder to become a good man. And when he met a child from Mangyongdae Revolutionary School who felt embarrassed to answer that he did not get full marks, he encouraged him saying that he should study hard though belatedly.

One day in April, 1977, when he visited the then Yonphung senior middle school in Anju County to take photos of students wearing new school uniforms, he personally took the photos of the students first who won top honors.

Likewise, President Kim Il Sung, looking at students with honors, pictured to himself the future of the country which would become more prosperous and beautiful.

Thus, he built wonderful schools and palaces in many parts of the country, sent school trains and built branch schools for a few children in remote and secluded mountain villages and on solitary islands.

“Did you get full marks?” - this is the question cherished deep in the minds of our pupils and students even today together with the benevolent image of President Kim Il Sung.
