First Enlarged Meeting of Ninth WPK Central Military Commission Held
Pyongyang, July 10 (KCNA) -- The First Enlarged Meeting of the Ninth Central Military Commission of the Workers' Party of Korea was held on July 9.
The respected Comrade Kim Jong Un, General Secretary of the Workers' Party of Korea, Chairman of the WPK Central Military Commission and President of the State Affairs of the Democratic People's Republic of Korea, guided the meeting.
Present there were members of the WPK Central Military Commission and, as observers, major commanding officers of the Ministry of National Defence, military and political commanding officers of the large combined units at all levels of the Korean People's Army and officials of relevant departments of the WPK Central Committee.
The meeting discussed important political and military tasks for bolstering up the politico-ideological and military technical might of the People's Army and bringing about a qualitative change in strengthening the combat readiness of the army units at all levels since the strategic orientation, goals and policies for building the armed forces to reflect the present military and political situation and the requirements of the times were set forth at the Ninth Congress of the WPK and the Second Plenary Meeting of the Ninth Central Committee of the WPK.
Saying that the prestige, honor and destiny of socialist Korea are unthinkable apart from the powerful defence capabilities, Comrade Kim Jong Un stated that the security and peace of the country and the people can not be defended with the willingness alone and that only when we build the strong army and control all and contain threats with its powerful strength, is it possible to achieve the true peace.
The People's Army should invariably play a leading and core role not only in defending socialism but also in the struggle for comprehensive development of the state, he stressed, saying that the far-reaching plan and confidence in the future struggle are based on the absolute trust in our army.
He declared that it is our Party's steadfast policy on building a powerful army to turn the People's Army into a strong army united as one in mind sharing the ideas and intention with the Party Central Committee and to develop it into invincible armed forces by steadily strengthening its politico-ideological mightiness and spiritual-moral superiority and military technical superiority.
Stressing the need to thoroughly put the People's Army on a field warfare and modern basis and enhance its actual war capability, he advanced the important tasks facing the army units at all levels.
The meeting decided on the issue for upgrading the technical infrastructure of combat systems, bolstering up the nuclear force both in quality and quantity and pushing ahead with the plan for standardizing, specializing and modernizing military bases in a far-sighted way. And it confirmed the specific orientation and ways for bringing about a substantial change in training sector and putting spurs to the revolution in military education.
The meeting suggested tasks and ways for expanding in a many-sided way the functions and missions of the General Reconnaissance and Intelligence Bureau, which plays a pivotal role in controlling the potential enemies' threats and gathering key information, and enhancing its capability of military reconnaissance and intelligence activities in a radical way.
The meeting also confirmed the direction of activities of the People's Army and its detailed tasks to accelerate the construction of modern naval bases and the technical updating for expanding the capacity of shipyards at all levels in keeping with the start of signal transformation in our Navy's position and role and to accomplish the great historic cause for completely remodeling the coal-mining areas across the country. And it discussed a structural measure for implementing them and a proposal for mobilizing troops.
Saying it is the greatest trust and honor given by the times and the revolution to the People's Army that it is entrusted with the important projects, decisive of the state development and existence, Comrade Kim Jong Un stressed that the whole army should be inspired to turn out in proving once again before history that it is the trait and fighting mettle peculiar to our army to make greater and more vigorous stride of loyalty and feats as the struggle front becomes wider and larger.
Comrade Kim Jong Un signed seven written orders on the important military measures, discussed and decided at the Party Central Military Commission.
The meeting conveyed the directive of the WPK Central Military Commission on the immediate military structural measure.
The meeting dealt with the organizational matter of dismissing, transferring and newly appointing leading officers for key posts of the People's Army.
The important military measures, discussed and decided at the First Enlarged Meeting of the Ninth Central Military Commission of the Workers' Party of Korea, serve as a significant practical step for giving great impetus to the struggle for implementing the WPK's line of building a powerful army on turning the DPRK's armed forces into the strongest one in the world and remarkably enhancing the combat power, activity and leading role of our army in defending socialism and in all spheres of socialist construction.
Commentary on Dangerous Japan-ROK Military Nexus
Pyongyang, July 9 (KCNA) -- Kang Chol Su, section chief of the DPRK Institute of Enemy State Studies, on July 8 issued the following commentary titled "Dangerous military nexus courting self-destruction":
The military nexus between Japan, a war criminal state dashing toward a military giant, and the ROK has recently got more undisguised, further endangering the security situation in the Korean peninsula.
Early this year, the ROK air-force squadron got refueling from the Japan Air Self-Defence Force at a Japanese military base, which was something unprecedented in history. In June, a search and rescue drill between Japan and the ROK was resumed in nine years and the Japanese defense minister flew to Seoul to have a confab on the issue of security cooperation between the two countries.
It is by no means fortuitous that the word has spread in Japan and the ROK that the level of military cooperation between Japan and the ROK has jumped one step.
What should not be overlooked is that the security cooperation between Japan and the ROK is directed to concluding the "logistic support agreement" which provides each other with munitions including ammunition in contingency.
Japanese media reported that the Japan-ROK security policy council held in May was aimed at concrete successes for the conclusion of the "logistic support agreement" between the two sides, and the chief executive of the ROK openly talked about the need to conclude the "logistic support agreement" with Japan.
The international community has already sounded a note of warning against the nature and danger of the conclusion of the "logistic support agreement" between Japan and the ROK that it is the final stage of the establishment of military alliances and the substantial integration of military systems.
The U.S. ambition for hegemony in the Asia-Pacific region has become more undisguised and the confrontation maniacs of the ROK are hell-bent on arms buildup, modernization of armed forces and war drills for aggression against the DPRK, unhesitatingly spitting out the provocative remarks that the "DPRK regime and the Korean People's Army are their enemy". Timed to coincide with such moves, Japan and the ROK are strengthening the military nexus. Their purpose is as clear as noonday.
Japan's security cooperation is precisely a confrontation cooperation targeting the DPRK and part of the establishment of the "triangular cooperation system over the nuclear issue" to militarily contain neighboring countries by taking advantage of the U.S. strategy for hegemony.
It is also revealed in the fact that Japan and the ROK are talking about the "importance of the U.S.-Japan-ROK cooperation", deploying long-range missiles far beyond their defense sphere and attempting to possess nuclear-powered submarines.
The reality goes to prove once again that the DPRK's continuous development of nuclear force and thorough exercise of its position as a nuclear weapons state are the only way to actively cope with the acute and unpredictably changing international situation and defend peace and security in the Korean peninsula and the region.
No matter what military alliance Japan and the ROK may conclude, there will never be a change in the absolute mechanical structure of no retreat built in the Korean peninsula by the strongest nuclear weapons state.
The reckless military nexus of the enemy states under the eyes of the nuclear weapons state is nothing but a foolish act of courting self-destruction.
DPRK Party and Government Delegation to Pay Official Visit to PRC
Pyongyang, July 9 (KCNA) -- At the invitation of the Central Committee of the Communist Party of China and the government of the People's Republic of China, a party and government delegation of the Democratic People's Republic of Korea led by Pak Thae Song, member of the Presidium of the Political Bureau of the C.C., Workers' Party of Korea, vice-president of the DPRK State Affairs Commission and premier of the DPRK Cabinet, will pay an official visit to China and take part in the event marking the 65th anniversary of the conclusion of the DPRK-China Treaty of Friendship, Cooperation and Mutual Assistance.
